Job Description

Job Purpose:

To ensure the principles of good management, which dictate that all contracts, are administered in a way that ensures sound business and fiscal practice. Responsible to manage risk and to control the quality of goods and services purchased and provided on behalf of Baylor College of Medicine. Assists in the development of Requests for Proposal and Bids, conducting contract negotiations, in addition to awards, administration, and preparation of price/cost analysis. Conducts vendor negotiations regarding contract exceptions and identifying potential liability or unfavorable terms, which might otherwise negatively affect Baylor. Responsible for ensuring that standard methodologies and applicable federal, state, and local mandates are represented in contract management, analysis and reporting are consistently followed as established in Procurement Business Processes.

Job Responsibilities:
  • Responsible for negotiating and preparing complex contracts.
  • Determines and negotiates contract terms and conditions, and ensures language is specific to Baylor College of Medicine and applicable federal guidelines (i.e. Sarbanes Oxley and Safe Harbors Act).
  • Leads in the negotiation for, and administration of, contract including service agreements.
  • Interprets, evaluates, assimilates, and coordinates pertinent contractual details to correctly enter/represent the contract systematically.
  • Develops and prepares specifications and requirements.
  • Develops Requests for Proposals (RFP), BIDs, and Requests for
  • Information (RFI). Reviews, modifies, and approves specifications in cooperation with Baylor Legal department, ensures contract compliance with Baylor Procurement Policies and Business Associate Agreement (BAA). 
  • Responsible for ensuring that The Joint Commission Management of Contracted Services, section LD.4.03.09, standards are consistently met when contracting for goods or services.
  • Responsible for ensuring that volume rebates are met by the vendor, compliance with contract terms, and initiates actions to terminate the contract if conditions or vendor key performance indicators are not met.
  • Establishes and recommends processes to ensure timely renewal of all contracts with the use of the contract repository (MediTrac or other).
  • Serves as a key stakeholder in the System's decision regarding the appropriateness of entering into a contract on behalf of the System, Administration and Clinical Staff.
  • Conducts market analysis to identify opportunities for improved pricing throughout Baylor and where applicable, presents those opportunities to the Strategic Sourcing Manager and/or Senior Leaders within Baylor.
  •  Researches GPO's database and ERP item master for contractible items.
  • In cooperation with the Manager, Strategic Sourcing identifies opportunities for cost reduction initiatives, standardization, and utilization of products to maximize benefit.
  • Performs other job duties as assigned.

 

Minimum Qualifications:
Education:
  • Required: Associate's degree in Business Administration or related field.
  • Preferred: Bachelor's degree in Business Administration or related field. 
Experience:
  • Required: Three years of relevant experience Sourcing, Contracting or Procurement.
Certification/Licenses/
Registration:
  • Preferred: CMRP, APICS or CPM
