Job Purpose:

 

As a member of the Baylor College of Medicine Supply Chain Management team, the Senior Buyer will be responsible for supporting the Procurement Manager and/or Director Supply Chain, in the procures of goods and services in specific commodity areas following state and institutional guidelines. Participates in cross-functional commodity teams to achieve purchasing objectives while monitoring procurement activities. The Senior Buyer is responsible to assist the Procurement Manager in identifying cost savings opportunities related to improved product, service and related process standardization and utilization. Reviews and assesses applicable financial, operational, and evidence based literature and appropriately assists in the selection, evaluation, monitoring, analysis, and implementation of cost-effective products, services, and related processes. The Senior Buyer may have 1-4 direct/indirect reports and functions as a technical leader or a significant contributor to complex problem and/or project and ensures that safety, quality, delivery, and cost drivers are met.

Job Responsibilities:
  • Works with product teams or other procurement staff to generate Request for Quotations (RFQ’s) for new or modified parts.
  • Corresponds with or interviews approved suppliers to obtain price, specifications, and delivery information.
  • Researches and sources suppliers for new items.
  • Consult with suppliers, management, departmental, and faculty resources for contractual agreements and priorities.
  • Consults and establishes working relationships with other departments and faculty members.
  • Lead or participates as a fully contributing member of a project team.
  • Often leads projects or the solving of problems.
  • Develops strong relationships with customer technical or service personnel.
  • Frequent customer presentation.
  • Shares opinions, ideas, and resources with others to achieve common goals; fosters teamwork and collaboration, builds trust.
  • Fosters commitment in the face of major obstacles.
  • Creates an atmosphere that welcomes and encourages expression of diverse views; provides constructive feedback and coaching.
  • May assist with training, monitoring, and coaching less experienced staff
  • Oversee day-to-day activities of buyers.
  • Receives objectives & guidelines for projects.
  • Develops solutions to non-recurring problems by independently analyzing, interpreting, and evaluating various precedents and data.
  • Identifies root causes of problems and develops alternative solutions.
  • Analyzes and evaluates quotes to determine vendor selection.
  • Reviews the work of others for accuracy.
  • Identifies and qualifies new suppliers and new subcontractors pursuant to Baylor procedures.
  • Negotiates contracts with suppliers and/or subcontractors to minimize the liability of Baylor. Contracts will address such issues as stocking or consignment programs, unit price, delivery, terms and conditions, etc.
  • Maintains compliance with Baylor, State, and Federal guidelines.
  • May assist in the development and execution of sourcing strategies.
  • May be assigned to consolidate forecast demand and leverage Baylor’s buying power.
  • Executes stocking and delivery programs.
  • Evaluates make/buy evaluations and clarify procurement issues related to the evaluation.
  • Sources components or services from approved supplier list, evaluates Request for Quote (RFQ), negotiates price, quality, and delivery.
  • Selects supplier and places purchase orders in conformance to Baylor procedures and Ethical Codes of Conduct.
Minimum Qualifications:
Education:
  • Required: Bachelor's degree in Business Administration, Procurement, Operations, or related field. Four years of relevant work experience may substitute for degree requirement. 
  • Preferred: Master's degree in a related field.
Experience:
  • Required: Five years of relevant experience.
Certification/Licenses/
Registration:
  • Preferred: Advanced Professional Supply Chain certification (CPM, CPPO, CMRP, or equivalent).
