To provide leadership, vision, and support for comprehensive technology, audio-visual and related media programs and services at a community college; coordinate the development and implementation of the college’s information technology with representatives of the district’s information technology department; manage a broad range of college-wide functions, systems and services which enhance the educational process; and provide expertise in planning future technology systems to increase the productivity of students, faculty, staff, and the community.
To foster a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the District; lead by example; actively participate in and support District-wide participatory governance components and activities and other collaborative processes; encourage professional excellence among the staff and promote an organizational culture of customer service, innovation, and quality services.
SUPERVISION RECEIVED AND EXERCISED:
Receives general direction from a college Vice President or Presidential designee as assigned.
Exercises direct supervision over assigned staff; also coordinate contract vendors and provide technical on-site supervision to others outside the department serving on special project committees.

Education and Experience Guidelines:
Any combination of education and experience/training that would likely provide the required knowledge and abilities is qualifying.
A bachelor’s degree from an accredited college or university with major course work in telecommunications, computer information systems, educational technology, communications or closely related field.
Five years of increasingly responsible work experience that demonstrates the ability to manage a broad college-wide information technology program, including multimedia services, and at least two years of experience in directly supervising full-time personnel.
Master’s degree in a related field or recent evidence of continuing education in areas of information technology, business management or related area.
At least five years of network management experience and two years of software applications development experience. Teaching experience in higher education is also desirable.
License or Certificate:
A valid California driver’s license.

Duties are performed primarily in an office environment at a desk or computer terminal. Incumbents are subject to frequent contact in person and on the telephone with administrative, management, supervisory, academic and classified staff. Work requires travel to other offices or locations to attend conferences, meetings or conduct work.
Typically must sit and stand for long periods; use hands and fingers to operate a computer keyboard; remember key information and concentrate for prolonged periods; see to read all printed materials including, fine print, diagrams, schematics, computer screen and electronic displays; hear and understand voices to conduct face-to-face and telephone conversations; speak in an understandable voice with sufficient volume to be heard within a normal conversational distance, on the telephone and when addressing groups; transport self to places necessary to perform job; regularly bend at the waist and reach overhead, above shoulders and diagonally; lift, push, pull, move and/or carry objects weighing up to five pounds to a maximum of 25 pounds.
Duties and Responsibilities
Develop goals, objectives, priorities, policies and procedures for all assigned departments and areas of responsibilities.
Manage the college’s technology center, media services, and duplication services; provide college-wide technology support services related to information and assistance for users, equipment service and repair, software installation and repair; network support, internet access, academic/administrative systems; technology standards and specifications; campus software licensing and technology purchasing; and provide technology support for campus and community-wide events.
Coordinate college-level user support with district IT for district-wide IT services, such as voice, video, and data systems; maintain the campus telephone and voicemail system; manage adds, moves, changes, and telephone assignments at the college level; maintain voicemail accounts; coordinate the purchase of IT-related equipment and systems, such as complex data systems, campus servers, SAN, and imaging systems.
Provide on-site leadership, coordination, supervision and technical support for college- wide academic technology systems infrastructure, such as student/staff portal, course management system and library automation systems.
Plan and organize audiovisual services provided to the college; design technical and specialized audiovisual systems in response to faculty, student and staff requirements; identify, evaluate and recommend emerging media equipment, systems, programs, applications, technologies, methodologies and uses.
Evaluate emerging and innovative technologies and make proposals regarding their strategic use in serving the needs of students, faculty and staff; represent the college at district information technology meetings; promote the college’s position related to information technology.
Manage the campus’s Alternate Media requirements; ensure the coordination of alternate media services with various departments to ensure compliance with Title 5, Section 508, Section 504 and other regulations so that students with various disabilities have accessible education to include Distance Education.
Maintain a liaison relationship with the student and faculty user community; develop and implement opportunities for students and staff to learn to use information technology systems and programs; promote new systems and services to these user communities.
Participate in establishing and maintaining the college’s creative vision and direction for technology hardware, systems and applications required for online services, products and programs; consult with administrators, faculty, staff and students on the development and delivery use of technology systems and services; convene or serve on design teams for faculty-oriented and student-oriented projects.
Provide college administrators and other district personnel with regular updates on projects and activities; interact directly with college administrators with policy-level responsibility.
Manage the college’s Duplicating Center to provide management, faculty and staff high quality print materials in a timely manner; maintain the print accounting systems to ensure the divisions have reports on usage of the college’s printers and copiers on campus.
Provide leadership in developing and maintaining the college’s and district’s technology plan, TTIP Plan, strategic plan and other planning documents; develop and maintain appropriate tracking data and metrics designed to measure overall performance and quality of services.
Coordinate technology in the college’s various learning centers (writing, math, etc.), evaluate and maintain library information databases, and maintain a variety of tracking systems such as SARSTrak, photocopier auditronics, and Xerox tracking as needed.
Coordinate with district IT when developing specifications for building infrastructure for voice, video and data systems; write bid specifications and coordinate with outside vendors for the purchase and installation of voice, video and data systems; coordinate, monitor and evaluate the work of external contractors, ensuring the timely completion of contractual requirements; maintain complex voice, video and data systems after installation.
Develop and administer budgets for assigned functions, programs and services; forecast future budgets requirements for technology systems, staffing, and facilities infrastructure; develop revenue building services and co-funding processes; approve technology purchases; monitor and control expenditure of funds.
Write, direct and author assigned technology programming in video, voice, imaging and data formats.
Perform related duties as assigned.
