Research Billing Compliance Manager

Position Highlights:

  • The Research Billing Compliance Manager will have direct responsibility for managing the clinical trial/research billing and grants management compliance activities for Moffitt Cancer Center.  Under the direction of the Research Compliance Officer, the Research Billing Compliance Manager will oversee detailed clinical trial billing and grants audits and assist with developing and implementing targeted training to team members, investigators, and administrators,  ensuring  compliance with federal, state, and local laws and policies relating to  billing of clinical trials and grants management. This position will also provide general support to the Research Compliance program as needed.

The Ideal Candidate:

  • 5 years of clinical research billing compliance experience including coding and billing experience in an academic medical center preferred.


  • Oversees and/or conducts the preparation, scheduling, and auditing of clinical trial billing, research fund management (grants), allocation of charges, and financial support reporting to ensure compliance with applicable regulations, and organizational quality standards.
  • Communicates the recommendations to the appropriate team members, department administrators, management, and others as needed. Evaluates the adequacy of corrective action(s) to improve deficiencies.
  • Develops and maintains billing and grants compliance policies, information, tools and resources on the website and other forums.
  • Provides support to the Research Compliance program as needed.
  • Stays abreast of federal, state, and local developments and compliance efforts related to research billing, clinical trials, and grants management. 
  • Management of assigned staff.
  • Investigates and/or assigns investigation of reports related to research billing or grants issues and other related non-compliance.
  • Other duties as assigned.

Credentials and Qualifications:

  • Bachelor’s Degree - Health Information Management, Health Sciences, Healthcare Administration, Research Administration
  • 3 years clinical research billing compliance experience required.
  • Thorough knowledge of clinical services billing processing, including understanding of hospital billing and physician billing.
  • Familiarity with grants management process.
  • Thorough understanding of coding requirements.
  • Thorough understanding of current applicable laws and regulations, including federal, state, and non-federal regulations surrounding research, grants management and Medicare and/or third party payor reimbursement.
  • Minimum one year management or supervisory experience.



  • Master’s degree - Health Information Management, Health Sciences, Healthcare Administration, Research Administration
  • 5 years of clinical research billing compliance experience including coding and billing experience in an academic medical center preferred.

Additional Skills/Specialized Training Required:


  • Proficient in using computer software applications such as Microsoft Excel, Word, PowerPoint, and Adobe.
  • Strong attention to detail, analytical skills, and the ability to interpret new laws and regulations, and communicate effectively both verbally and in writing.
  • Understanding of institutional risks and appropriate judgment to use a risk-based approach in planning and executing duties.
  • Ability to work as both independent contributor and team member.
  • Ability to communicate complex and potentially sensitive issues to all levels of management including senior leadership. Exercises patience and consistency in approach and communications.
  • Promptly and efficiently reacts to shifting priorities, demands and timelines using analytical and problem-solving capabilities.
  • Ability to effectively prioritize, execute, and assign tasks in a fast-paced, dynamic environment.
  • Excellent interpersonal and presentation skills.
  • Experience working with enterprise databases and analytics.
  • Ability to work proactively and collaboratively to fulfill the objectives of the Compliance Program and address matters with credibility, objectivity, and confidentiality in accordance with professional auditing and investigative standards.
  • Ability to abide by the highest ethical standards and exhibit these standards and the Cancer Center’s mission, vision, and values in the execution of duties.
  • Exhibits positive attitude and strong work ethic. 

Additional Skills/Specialized Training Preferred:


  • Experience with Soarian Financials and EDM, OnCore, and Cerner. 
  • Familiarity with Good Clinical Practice (GCP) guidelines.
