Job Summary
The Human Resources/Payroll Specialist is responsible for assisting applicants with the application process as well as assisting hiring managers with the hiring process including pre-employment background checks. This position is the secondary contact for incoming faculty staff, students, and other customers.

Required Qualifications
High School diploma or equivalent

Two years clerical experience with a high degree of public contact

Knowledge of general office equipment to include copier, fax machine, and multi-line telephone

Computer literacy to include proficiency with Microsoft Office Suite, with emphasis on Microsoft Excel

Excellent communication and interpersonal skills

Strong organizational skills


Preferred Qualifications
Some college course work

Previous Human Resources experience in a similar position

Document imaging experience

Knowledge of Adobe Pro or other form making software

Essential Functions
Assist with general office duties including reception, telephone communications and public contact

Answer inquiries regarding hiring processes to include the status of vacant positions and the application process

Assist with part time employee paperwork and employee ID cards

Assist Director and Associate Director with all phases of hiring process

Assist hiring managers with job posting and hiring process

Post/remove job announcements on the Midland College website

Post available jobs in newspapers, online posting sites, including HigherEd Jobs, Community College Jobs, Indeed, TWC and Midland Chamber of Commerce or other sites as requested

Finalize each hiring process to include making sure all documentation required is cataloged within People Admin and in imaging

Process annual and pre-employment background checks and maintain background checks for volunteers, etc.

Assist Director with activities and correspondence as requested

Maintain Authorized Driver List in Excel database and distribute to the Maintenance Department on a weekly basis and as needed

Respond to requests regarding the update of DOT consortium employee lists

Assists with volunteer evaluation process to include background checks and completion of volunteer agreement

Cross trained and able to provide coverage for others in the HR department (Secretary-Director of HR/Payroll, HR Coordinator)

Assist current and former employees with inquiries regarding retirement withdrawal process

Provide an updated list of employment opportunities via e-mail to all employees and minority recruitment organizations on a weekly basis

Assist with Kid’s College instructor and runner orientation

Other duties as assigned

Physical Demands
Frequently moves equipment or paperwork weighing up to 20 pounds

Must be able to remain in a stationary position 50% of the time

Use of manual dexterity

Repetitive use of a keyboard at a workstation

The person in this position frequently communicates with others; must be able to exchange accurate information

The person in this position needs to occasionally move from office to other locations on and off campus

Office setting

Duties indoors and some outdoors

Ability to work extended hours as needed, especially during the months of August and September

Travel for training, meetings, and events both in and out of town
