Job Description

Job Purpose
Responsible for performing human resource related duties on a professional level and works closely with Senior HR Management. This position carries out responsibilities in the following functional areas: recruiting, employment, onboarding, FMLA, benefits, compensation, data reporting, and policy implementation.

Essential Functions
Human Resources Department Development: Assists with the development and administration of programs, procedures, and guidelines to help align the workforce with the strategic goals of the university. Participates in developing department goals, objectives, and systems. Participates in administrative staff meetings and attends other meetings and seminars. Assists to establish departmental measurements that support the accomplishment of the department’s strategic goals. Employment: Manages the recruitment (posting) process for exempt and nonexempt employees using the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce. Manages the hiring process for exempt, nonexempt, temporary, and adjunct employees including background checks, transcript review, compensation, and offer letters. Manages the onboarding process for exempt, nonexempt, temporary, and adjunct employees including required employment documentation, benefit selection, and system input. Conducts exit interviews with employees upon termination. Employee Relations: Partner with colleges/departments to communicate Human Resources policies, procedures, and programs. Advises managers and supervisors in practices to establish a positive employer-employee relationship and promote a high level of employee morale and motivation. Assists with employee communication and feedback through such avenues as college/department meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, and one-on-one meetings. Training: Assists managers and supervisors in assessing human resource training needs. Provides necessary education and materials to managers and employees to facilitate knowledge and proficiency in human resources procedures and programs. Assists with the development and establishment of in-house employee training program that addresses the department’s training needs, including new employee orientation or onboarding and management development. Other: Complies with all existing government and legal reporting requirements related to the Family and Medical Leave Act (FMLA). Manages the FMLA process for TTU employees from initial notification to closure. Manages unemployment claims for TTU employees including processing, state reporting, and hearings. Manages required license/certification verification and renewal. Perform other responsibilities, as assigned.

Minimum Qualifications
Bachelor’s degree from an accredited institution. Three years related human resource experience. Excellent interpersonal skills with the ability to multi-task effectively in a varied, high-volume environment. Excellent written and oral communication skills with proven ability to effectively communicate with all levels of management and customers. Experience performing with a high level of diplomacy, confidentiality and trust while projecting a professional and positive image. Excellent organizational skills with the ability to prioritize objectives and exercise judgment based on an understanding of organizational policies and activities. Ability to respond quickly and constructively to changes or unexpected shifts in priorities. Excellent computer skills and proficiency with a variety of computer applications including software such as Microsoft Office Suite (such as, but not limited to, Outlook, Excel, Word, PowerPoint, Access, Publisher), on-line systems, and Internet.

Preferred Qualifications
Five plus years of human resource experience in positions with increasing levels of responsibility. Demonstrated skills in an institutional/education environment. Experience with software such as Banner, PeopleAdmin, and DocuSign.

Work Hours
Typical hours are Monday-Friday, 8:00 a.m. – 4:30 p.m. Additional hours if/when needed.

Salary Commensurate with education and experience; Administrative Pay Grade AD45.
