The College of Built Environments (CBE) at the University of Washington is seeking a HR Administrator. This individual will provide human resources services to the college composed of five departments and several research centers composed of approximately 65 regular faculty, 100 affiliates, and 40 staff members.

The Human Resources Administrator provides HR support to college employees including hiring, compensation, performance management, and employee relations. This position serves as the College contact for human resources across the College on all aspects of appointments. The HR Administrator reports to the Assistant Dean for Budget & Planning and is expected to serve as the content expert for the above-mentioned areas and as such assures that all activities for human resources are completed in a timely and accurate manner.


CBE seeks to build a culture where HR best practices are proactive in supporting and promoting individuals and groups to work in collaborative and cross-expertise ways. The HR Administrator regularly exercises discretion, interpersonal skills, and independent decision-making authority and will continuously integrate HR information gathered from a variety of sources to successfully fulfill the duties of the position. The administrator’s work environment is intense, dynamic and requires the ability to quickly determine priorities and make sound decisions while multi-tasking. The HR Administrator is required to provide a respectful, supportive, and confidential environment for all employees. This position requires the ability to maintain a professional demeanor while dealing with highly sensitive and confidential issues in a timely manner.

Responsibilities

Continuously Improve/Manage HR Functions

•Implementation of processes that align with best practices and UW policies with an eye towards continuous improvement and opportunities to strengthen college culture of interdisciplinary collaboration

•Manage HR functions and independent decision-making authority in alignment with the Dean and Chairs’ goals for the College, focus on the processes and systems related to appointments and HR issues

•Determine operational impact on appointments and employment processes

•Develop tools that will be used to measure, monitor, and report appointments

•Strategize with College leadership to develop solutions used to measure and track performance indicators

•Provide support for the College’s equity, diversity and inclusion (EDI) initiative

•The HR Administrator is the HCM1 and Time and Absence Initiate for the College and its five departments

Human Resources

•Process all employee appointments from beginning to end including University approvals, advertising, recruitment, support candidate interviews, hiring, and onboarding support, including regular Workday entry

•Regularly interacts with individuals within the College as well as Compensation, Central HR, and Academic HR staff assigned to the College

•Act as Hiring Manager for all staff and student positions in the department, manage the recruitment and search processes for CBE

•Act as HR content expert on hiring, leave, and separation employment practices

•Assure systems that lead to compliance are in place for all departmental activities

•Establish and manage new employee orientation processes and onboarding activities as well as offboarding and staff exit interviews for the College and its departments

•Ensure employees are in compliance with required trainings

•Develop and maintain College-wide policies and ensure consistency with onboarding, training, compliance, and performance evaluations

•Manage HR issues as they arise including employee relations and leaves

•Function as the College’s liaison to HR for grievances, investigations employee conflicts, sexual harassment incidents, etc., and provide expertise to College leadership on these issues

•Review in-grade salary increases and make recommendations to College leadership, complete associated paperwork on behalf of the College for review by compensation

•Assist with disciplinary actions, layoffs and reassignments

•Draft counseling letters as appropriate, provide counsel and serve as mediator to supervisors attending meetings to serve as a third party, helping employees understand their options as outlined in labor contracts, and working to resolve conflict and bring resolution

•Interpret all aspects of personnel policies and procedure for faculty and staff; ensure institutional hiring practices and policies are followed, keep College leadership informed on personnel policies and procedures

•Act as the expert in HR policies, regulations and guidelines in accordance with the College, University, and State regulations

•Advise Dean and Chairs on policy and appropriate changes affecting the College of Built Environments

•Review data, policy and/or procedural changes, attend seminars and HR training, and share information, provide training to departmental staff as needed

•Coordinate salary and benefits to ensure employees receive accurate and timely pay

•Process leaves of absence; develop and/or implement new systems in all areas of responsibility including recruitment, appointment, employment relations, training, and orientation.
