Job Description

JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: Under the direction of an Assistant Director for Research Agreements, this position works closely with the other staff in the Office of Sponsored Programs as well as College, faculty, and departmental staff to draft, review, and negotiate research contracts and agreements with and without funding. The RCA II Level I ensures that data and documents related to research agreements is properly recorded in the Cayuse system and also ensures that contract turn-around times are met and appropriate follow-up on outstanding agreements occur.


DUTIES AND RESPONSIBILITIES:

Negotiates and/or research-related agreements, including Data Use Agreements (DUAs), Confidential Disclosure Agreements (CDAs), Material Transfer Agreements (MTAs), subcontracts and subawards, industry Sponsored Research Agreements (ISRAs), Clinical Trial Agreements, Research Service Agreements, as well as amendments to these agreements.
Identifies and resolves risks in contractual terms and conditions not conforming to UTHSC policy or governing regulations.
Ensures all aspects of the agreement, including budgets, have been properly reviewed.
Maintains negotiation status updates related to contract documents and clinicaltrials.gov registrations.
Ensures that any compliance matters related to an agreement are properly documented/negotiated/handled.
Maintains on-going relationships with faculty, departmental staff, industry sponsors, academic institutions, vendors, and other entities involved in agreements under review.
Provides campus, departmental, and one-on-one training related to contracts and sponsored programs, including UTHSC policies and procedures, and basic contracting issues.
Reviews, processes, and implements corrective action in administrative management of the negotiation process, when necessary, in order to represent UT and UTHSC effectively.
Works on group and office projects and contributes to process improvements, and procedural changes.
Performs other related duties as assigned.



MINIMUM QUALIFICATIONS:


EDUCATION: Bachelor’s degree in law, business, or related field of study. (TRANSCRIPT REQUIRED)


EXPERIENCE: Five (5) years’ work experience performing contract negotiations or similar duties; OR a Master’s degree and three (3) years; OR Law degree/advanced degree related to contracts and one (1) year of experience in a research environment; OR an equivalent combination of education and related work experience as outlined above to equal thirteen (13) years. Excellent negotiation skills required. (Experience in academic contracting, legal/contract experience, and knowledge of university policies and procedures preferred).


KNOWLEDGE, SKILLS, AND ABILITIES:

Superior problem-solving skills and experience performing contract negotiations or similar duties.
Ability to communicate with scientists, staff, and legal advisors.
Excellent organizational skills; and an ability to multi-task, with strong attention to detail.
Excellent interpersonal skills, and the ability to articulate ideas clearly via the telephone or in written documents.
Capabilities in composing and negotiating complex contracts and other agreements and ensuring the contracts are consonant with UT and UTHSC policies, as well as state and federal regulations.
Strong knowledge of the Federal Acquisition Regulations, Code of Federal Regulations, Federal circulars, and major agency policies and regulations.
Ability to take initiative and work independently, consulting with appropriate parties, as needed.
Ability to work effectively, prioritize, and be flexible in a high-paced, high-volume professional environment.
Ability to conclude negotiations and execute contracts in a timely manner.
Skills in internal and external systems that support contract administration.
Ability to work the hours necessary to accomplish the job.
