Job Description

Develop and manage budgets for University Divisions/Colleges/Departments as assigned by the Office of University Budgets. Provide guidance/advice to unit leaders, including actively participating in budget and finance planning sessions, advising unit leaders of financial impact of decisions or strategic initiatives, evaluating the fiscal health of the unit(s), and identifying opportunities for strategic resource allocation. Provide budget and finance support and act as liaison for the assigned Divisions/Colleges/Departments.

Job Function:

Develop and manage budgets for University Divisions/Colleges/Departments as assigned by the Office of University Budgets. Provide guidance/advice to unit leaders, including actively participating in budget and finance planning sessions, advising unit leaders of financial impact of decisions or strategic initiatives, evaluating the fiscal health of the unit(s), and identifying opportunities for strategic resource allocation. Provide budget and finance support and act as liaison for the assigned Divisions/Colleges/Departments.

Minimum Education:

Bachelor's degree or higher in business administration, accounting, finance, or related area from an accredited college or university.

Minimum Experience:

At least five years of experience in financial management.

Preferred Experience:

Experience in college or university financial planning and/or administration.

Duties and Responsibilities:

  • Develop and manage budgets for University Divisions/Colleges/Departments as assigned by the Office of University Budgets while working with unit and Budget Office leaders to align resources with University and unit priorities and initiatives.
  • Provide guidance/advice to Division/College/Department leaders, including actively participating in budget and finance planning sessions, advising unit leaders of financial impact of decisions or strategic initiatives, evaluating the fiscal health of the unit(s), and identifying opportunities for strategic resource allocation.
  • Prepare and analyze various regular and ad-hoc reports pertaining to the fiscal activity and health of assigned Divisions/Colleges/Departments and distribute to unit and University stakeholders. These reports include fund balance reports, budget to actual variances, spend analysis, reports related to personnel or research, etc. Develop and present recommendations to unit leaders based on data analysis.
  • Create and maintain a comprehensive fund portfolio for assigned Divisions/Colleges/Departments, which may include University general, designated, auxiliary and restricted funds and any applicable Foundation funds.
  • Analyze the impact of personnel decisions and make recommendations to unit leaders. Includes evaluating personnel budget pools, applicable start-up/retention packages or moving expense allowances, salary recommendations, and other factors.
  • Calculate and distribute salary increments in collaboration with Division/College/Department leaders.
  • Provide direct support to Division/College/Department personnel regarding fiscal policies and procedures.
  • Provide budget and finance support and act as liaison for assigned Divisions/Colleges/Departments.
  • Provide guidance to Office of University Budgets support staff regarding assigned Divisions/Colleges/Departments.
  • As needed, review, recommend and/or authorize personnel/payroll documents, purchase requisitions, budget transfers and other business forms involving Division/College/Department funds and Ball State University Foundation funds.
  • Analyze all facets of research proposals for feasibility, including cost sharing, indirect costs, funding for graduate assistants (stipends and remission), benefits, etc., and provide recommendations to Division/College/Department leaders.
  • Prepare statistical and human resource reports to ensure compliance with accrediting agency standards when applicable.
  • Perform other related duties as assigned.
