Job Description
Responsible for day-to-day activities pertaining to the mission of the College of Engineering and Computer Sciences, Appalachian Transportation Institute and the Center for Business and Economic Research, focusing primarily in areas relating contracts/grants management and purchasing. These activities also include managing reporting and submission requirements for multiple principal investigators and interactions with varied University, state, and federal institutions.

Role and Primary Responsibilities:
1. Grant and Contract Management
a. Primary liaison for all contracts and agreements between CECS/ATI/CBER Principal Investigators (PIs) and Marshall University Research Corporation (MURC) Pre-Award.
b. Assist PIs with budget preparation and proposal submissions to external funding agencies.
c. Primary liaison for all proposals and contracts between MURC/CECS/ATI/CBER and external funding agencies (USDOT, FRA, WVDOT, USACE, ARC, etc.).
d. Facilitate final and interim reports to funding agencies and MURC.
e. Primary liaison with MURC Post-Award, accounts payable, and accounts receivable.
f. Facilitate contract negotiations and disputes as needed.
2. Purchasing
a. Develop and process all contractual procurement needs to include bids, RFP/RFI/RFQ processes.
b. Facilitate all shipping and receiving for CECS/ATI/CBER related to projects.
c. Approval of accounts payable and requisitions/encumbrances, accounts receivable with MU/MURC/MCTC/MU Foundation, etc.
d. Ensure purchases comply with State procurement guidelines and contracts as required.
e. Primary liaison with MU A/P, A/R, Receiving and Purchasing Departments.
f. Primary liaison with all CECS/ATI/CBER external vendors.
3. Office Management
a. Assist the Dean and the Chief Operating Officer in managing contractual workflow and budget process/procedures.
b. Assist in the development of program/project budgets and reporting.
c. Approval authority for employee travel
d. Approval authority for budgeting and budget modifications.
e. Approve employee reimbursement requests.

Required Qualifications
• Bachelor’s Degree in business administration or highly related field.
• Minimum 10 years combined Purchasing/Contracting experience in an educational environment.
• Certified Purchasing Manager (CPM) credential or 7 years contracting experience.
• Excellent computer skills including proficiency in Microsoft Excel, Word, Outlook, etc.
• Excellent written and verbal communication skills.
• Budget development and oversight experience.
• Thorough knowledge of Federal and State procurement codes and procedures.
