Job Description

Oversee the university's role as the backbone organization of the East Central Indiana Talent Collaborative (ECITC), a formally designated 21st Century Talent Region within the State of Indiana including Blackford, Delaware, Fayette, Grant, Henry, Jay, Randolph, Rush, and Wayne Counties. Develop, direct and manage partnerships, programs, and services that support regional collaboration in the areas of economic development, talent attraction and retention, and other mutually-beneficial strategic priorities. 

The Office of Community Engagement (OCE) builds bridges between Ball State University and communities beyond campus, with a priority on Muncie, Delaware County, and East Central Indiana. We seek the most effective ways to advance community priorities and the university’s strategic plan through authentic partnerships, neighborhood development, anchor institution commitments, and sustained integration of engagement across teaching, research, and service.  
OCE serves as the backbone organization for the newly established East Central Indiana Talent Collaborative, a network of local and regional coalitions working together to pursue a brighter economic future through equitable talent attraction, talent development, and talent connection strategies. Job Function:

Oversee the university's role as the backbone organization of the East Central Indiana Talent Collaborative (ECITC), a formally designated 21st Century Talent Region within the State of Indiana including Blackford, Delaware, Fayette, Grant, Henry, Jay, Randolph, Rush, and Wayne Counties. Develop, direct and manage partnerships, programs, and services that support regional collaboration in the areas of economic development, talent attraction and retention, and other mutually-beneficial strategic priorities. 

Minimum Education:

Bachelor's degree from an accredited college or university.

Preferred Education:

Master's degree from an accredited college or university. 

Minimum Experience:

Three through five years of strategic planning, large scale program planning, management and evaluation, intentional relationship building, and/or mobilizing community stakeholders. 

Preferred Experience:

Knowledge of and experience in collective impact initiatives, existing workforce development initiatives and best practices, talent attraction strategies, and/or economic development; dealing with the challenges and opportunities in Delaware County and East Central Indiana; established and effective relationships with regional government and community leaders; experience in gathering and interpreting population data; marketing layout and design sensibilities; state or federal grant experience. 

Duties and Responsibilities:

  • Work closely with the East Central Indiana Regional Partnership, community foundations, economic development organizations, city and county leadership, and others to identify and implement strategies around the regional priorities in the university's strategic plan.
  • Cultivate and develop working relationships with regional stakeholders. Understand priorities and provide guidance on ECITC programs and initiatives to ensure alignment with regional strategic plan.
  • Connect decision-makers across the region to leverage limited resources, reduce fragmentation, pursue new streams of funding, and improve the overall profile and prosperity of East Central Indiana. 
  • Connect regional organizations to Ball State resources, including the programs and services offered as part of the lifetime learning initiative. 
  • Regularly communicate with regional stakeholders on the status of ECITC initiatives taking place across the region. Facilitate sharing of best practices.
  • Provide training and support to regional stakeholders relating to collective impact, collaboration, Results Based Accountability, effective facilitation, and data availability, collection, and interpretation.
  • Build and implement a shared measurement system that will track common outcomes and indicators and use results to inform continuous quality improvement across all ECITC initiatives.
  • Provide templates and tools for regional and county coalitions to create or manage creation of annual report of initiative progress.
  • Create and maintain a systematic tracking and documentation mechanism to record and report activities of the ECITC and ensuring timely completion of milestones. 
  • Present at internal and external state and local level events (trainings, media briefings/interviews, conferences, workshops, and other events) that introduce people to the ECITC initiative.
  • Provide dedicated project management support for select regional engagement activities and initiatives.
  • Plan and facilitate ECITC Guiding Team meetings to support consistent progress towards strategic goals in alignment with the co-created action plan.
  • Convene and facilitate results-based meetings with cross-sector partners and ensure that partners and stakeholders understand and follow-through on individual and collective commitments. 
  • Communicate, advise, and promote the university's regional community engagement priorities, opportunities, and achievements to internal and external audiences, including senior-level administration.
  • Collaborate with internal departments such as the Office of Immersive Learning, Student Voluntary Services, Academic Affairs, Career Center, Office of Inclusive Excellence, and specific departments and colleges to connect teaching, learning, and research efforts to larger regional initiatives. 
  • Perform other related duties as assigned.
