Responsibilities

Associate Vice President/Chief Human Resources Officer (AVP/CHRO)

RESPONSIBILITIES:

Reporting directly to the Vice President for Finance and Administration, the AVP/CHRO will oversee Human Resources (HR) for Saint Mary's and will have a full appreciation and well-rounded knowledge of the related complex issues that affect institutions of higher education. This person will provide strategic leadership and direction in the areas of recruitment and retention of a diverse workforce; benefits and compensation; professional development; employee and labor relations; performance assessment and evaluation; and human resources technology supporting these functions. The CHRO will be the main advisor to College leadership on all human resources matters.

Essential Functions:

Recruitment & Retention
  • Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of the College while developing and maintaining a diverse work environment.
  • Lead initiatives to identify, attract and retain a diverse workforce. Provide structure, process and resources to recruitment teams and search committees.
  • In conjunction with the College Committee for Inclusive Excellence (CCIE), identify opportunities for educating the community on values of diversity.
  • Sponsor and promote diversity and inclusive excellence in recruitment, development, promotions, policies and communications.
  • Provide strategic focus on Hiring for Mission.


Benefits & Compensation
  • Identify and implement comprehensive compensation and benefits plans that are competitive and cost-effective.
  • Responsible for designing & overseeing staff compensation systems. Move the College towards job banding.
  • Serve on the negotiation team for the Bargaining Unit Faculty.
  • Serve on the College's staff/faculty Employee Benefits Advisory Committee and the Retirement Benefits Committee.
  • Identify and implement employee recognition programs.


Professional Development
  • Provide strategic direction and oversight on training and professional development activities including the introduction of a new LMS system, management training, wellness activities and job-specific support to different divisions.
  • Advocate for strategic high-level coaching, consulting and training for senior leaders.


Performance Assessment and Evaluation
  • Ensure that our performance assessment and evaluation efforts are done effectively and timely.


Technology
  • Ensure the HR staff utilizes technology for greater efficiency, effectiveness and customer satisfaction.
  • Implement a position control system in conjunction with the Business Office.
  • Manage decisions involving Human Resources Information Systems, Recruitment, Learning Management and Performance Evaluation systems.


Compliance & Labor Relations
  • Serve as a key member of the team that negotiates and ensures compliance with the adjunct faculty union.
  • Ensure that all human resource activities of the College comply with federal and state Equal Employment Opportunity legislation.
  • Responsible for addressing employee relations issues and serving as liaison with the College's legal counsel and insurance carrier.
  • Provide leadership, direction and training to HR staff to ensure that goals and practices are understood by all.
  • Stay abreast of employment-related legislative changes (i,e, CA FLSA) and innovative practices, and afford professional development for HR employees.
  • Liaise with Title IX Coordinator and team.


Management
  • Effectively lead and support a team of 8-10 HR professionals to best serve the College community.
  • Manage the HR budget and oversee the College's benefits budget.


Experience and Qualifications
Education Required: Masters in Human Resources, Business Administration, Public Administration or related field.

Experience: The CHRO will have a significant track record (minimum of 10 years) of successful, progressive and applicable experience as a strategic human resources leader with a sophisticated understanding of the issues affecting higher education institutions. This individual will have a breadth and depth of knowledge in the following HR functional areas: recruitment and retention; onboarding and professional development; employee and labor relations; benefits and compensation; performance assessments and evaluations; and human resources technology.

Skills/ Abilities: Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability and sexual orientation of staff, faculty, and students. EEO/employment laws and regulations, conflict resolution, employee or labor relations experience; advanced analytic capability, highest level writing and verbal communications, HR and general technology capability, Requires skill in collaboration, calmness, and professionalism.
