Summary Description:
The Director plans and directs all aspects of the College’s Veterans Services Center (VSC), including providing mental health counseling to veterans who utilize the VSC.

Knowledge of:
District policies, rules and procedures; laws and ordinances pertaining to the specific responsibilities of the position.
Supervisory and managerial concepts and principles.
Financial aid and veteran’s programs and services, and of financial aid and veteran’s administration methods.
Modern office management methods and technology, including computers and a variety of software programs; website maintenance; use of social media.
Preparation and administration of budgets.
Organizational development and administration; staff and program management.
Educational Code.
Matriculation rules and regulations.
Database management and spreadsheets software applications.
Information processing techniques and computer literacy.

Ability to:
Provide mental health treatment to students on an individual, group or family basis.
Crisis interventions to students on-site.
Maintain confidential and comprehensive files and records.
Communicate effectively, orally and in writing.
Fairly and effectively manage personnel.
Apply District and departmental policies, procedures and regulations; ensure compliance with all laws, regulations and policies through effective office supervision and leadership; plan and coordinate the most effective use of staff, facilities and resources to achieve program goals. Comprehend and stay current with laws, regulations and guidelines for Financial Aid and Veteran’s administration.
Accurately assess the financial needs of students; maintain departmental website; promote programs and inform program participants through the use of social media. 
Communicate professionally in confrontational situations.
Work effectively with diverse populations. 
Exercise tact and diplomacy in dealing with sensitive and complex issues and situations. 
Perform duties in a timely manner despite interruptions; meet established deadlines.
Utilize keyboarding skills commensurate with the required functions for this position; 
Compose reports and correspondence; analyze administrative problems and prepare comprehensive, clear and concise reports and recommendations. 
Establish and maintain cooperative working relationships with those contacted in the course of work. Maintain records accurately and with confidentiality as required. 
Compile, organize and use various financial information necessary in the preparation of the budget.

Education and Experience Guidelines:
Any combination of education and experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
Possession of a master’s degree from an accredited college or university. 

Experience:
A minimum of three years of related experience and at least one year of supervisory experience. 
 
Preferably working experience at an institution of higher learning veterans center. 
 
Military background is desirable. 

License or Certificate:
1.      A current Licensed Marriage and Family Therapist (LMFT) or current Licensed Clinical Social Worker (LCSW).
 
2.      A valid California driver’s license.

Work Environment:
Typically, duties are performed in the office of a community college veterans services center. Work is performed primarily in a clinic setting; frequent exposure to individuals coping with varying degrees of emotional and mental health problems. An incumbent must walk or drive to respond to campus emergencies as needed; subject to possible exposure to communicable diseases and blood borne pathogens; frequently must travel to other campus locations to conduct work or attend meetings.

Physical Demands:
Must frequently sit for long periods; use hands and fingers to handle keyboard or other objects; reach with hands and arms. Must speak clearly and distinctly to ask questions and provide information; hear and understand voices over the telephone and in person; and respond quickly and effectively to campus emergencies. Must see and hear adequately to perform accurate mental assessments of students or others. lift, carry, and/or move objects weighing up to 10 pounds.

Funding Source: Employment in this position is contingent upon funding by the Irvine Valley College Veterans Resource Centers Statewide (70%) and Veteran Resource Center (30%)

Duties and Responsibilities
LEADERSHIP
 
Directly oversees the operations of the Veterans Services Center including VCS mental health providers. 
PROGRAM MANAGEMENT

1.      Oversees the administration of grants or project budgets, including monitoring expenditures and ordering supplies and/or equipment.

2.      Plans, coordinates, and implements various events, workshops, and outreach and recruitment activities.

3.      Provides input and documentation for program and/or project evaluations and assessments including the college’s program review process.

4.      Plans, develops, facilitates, and collaborates with college departments to deliver a wide range of workshops on topics such as orientations, college applications, registration, student success, financial aid, scholarship application sessions, and provides referrals to on and off-campus resources.

5.      Maintains a case management and intake system for incoming student veterans including initial application, course enrollment, management of VA certification process, graduation, and support of transitional activities.

6.      Conducts data collection to assess the progress of the college’s student veterans; assesses, monitors, and tracks the needs of the current student veteran population; Recommends new initiatives according to identified needs; contributes to short-term and long-term department goals; oversees the maintenance of required records and statistical data; prepares and submits reports, and compiles and evaluates data.
COUNSELING 

1.      Provides mental health services and mental health treatment to students in support of wellness, academic success and retention. Such services may include personal, group and/or family counseling for student veterans.

2.      Responds to crisis events impacting the learning environment and provides crisis intervention to students as needed

3.      Researches and provides referrals services to students in need of mental health resources beyond those offered on campus.

RELATIONSHIPS

1.      Collaborates with college officials to implement initiatives that support veterans in areas including, but not limited to, housing, childcare, military articulation, health and welfare, and marketing for a comprehensive VSC.

2.      Maintains communication with local community resources, legislative leaders and organizations.

3.      Serves as a resource for faculty and staff dealing with individual student veteran concerns.

4.      Serves as the Veterans Club advisor. 

Performs other duties as assigned that support the overall objective of the position and the District’s mission and philosophy.

Report to work on a regular and consistent basis, as scheduled, to assigned job.
