Manages activities for the Voting System Technical Oversight Program (VSTOP), a project under the Bowen Center for Public Affairs at Ball State University; Coordinates and tracks the contracted activities of VSTOP and provides scheduling oversight for all VSTOP activities; schedules voting system and electronic poll book lab and field tests according to specifications in the Indiana Election Code; tracks voting system and electronic poll book anomaly reporting as required by state statute; assists the VSTOP Co-Directors in coordinating the preparation, organization and submission of various VSTOP reports including recommendations to the Indiana Election Commission and the Indiana Secretary of State; tracks best practices for election administration and operation of election equipment; leads all training related activities carried out by VSTOP including the Certificate in Election Administration, Technology, and Security (CEATS) and other training and assessment activities as needed. Electronic Poll Book Training Assessment data and reporting, and other training activities undertaken by VSTOP.


Welcoming applications for the Project Specialist position needed to assist with overseeing the Voting System Technical Oversight Program (VSTOP) activities as well as to work closely with the Co-Directors and VSTOP Manager. This position is an integral part of VSTOP's success.

Job Function:

Manages activities for the Voting System Technical Oversight Program (VSTOP), a project under the Bowen Center for Public Affairs at Ball State University; Coordinates and tracks the contracted activities of VSTOP and provides scheduling oversight for all VSTOP activities; schedules voting system and electronic poll book lab and field tests according to specifications in the Indiana Election Code; tracks voting system and electronic poll book anomaly reporting as required by state statute; assists the VSTOP Co-Directors in coordinating the preparation, organization and submission of various VSTOP reports including recommendations to the Indiana Election Commission and the Indiana Secretary of State; tracks best practices for election administration and operation of election equipment; leads all training related activities carried out by VSTOP including the Certificate in Election Administration, Technology, and Security (CEATS) and other training and assessment activities as needed. Electronic Poll Book Training Assessment data and reporting, and other training activities undertaken by VSTOP.

Minimum Education:

Bachelor’s degree from an accredited college or university in political science (or other related social science), communications, business administration, public administration, computer science (or related field) by time of appointment.

Preferred Education:

Master’s degree from an accredited college or university in any of the following: political science (or other related social science), communications, business administration, public administration, or computer science (or related field).

Minimum Experience:

One or more years of experience in managing and carrying out projects related to public or election administration and training. Six (6) months or more of experience in professional writing. Strong organizational and communication (both verbal and written) skills. Must be able to work cooperatively and collaboratively in a team setting. Willingness and ability to travel as needed.

Preferred Experience:

Two or more years of managing and carrying out projects related to elections and public or election administration and training. project management with supervisory. One (1) year or more of experience in professional writing.

Duties and Responsibilities:

  • Manages and tracks all contracted activities of VSTOP and ensures projects remain
    within defined scope.

  • Identify and address problems related to specific projects in a timely
    manner.
  • Plan, coordinate, and schedule various VSTOP projects, meetings, and events. Make facilities and personnel arrangements for VSTOP activities and events relative to post-election audits, investigations, voting system and electronic poll book field tests, and CEATS.
  • Organize and maintain the document management system for the VSTOP Project to ensure secure and convenient retrieval of information, such as anomaly tracking required by state law. Manage VSTOP documentation on several servers and databases under the auspices of VSTOP.
  • Monitor the program email and phone accounts and provide responses to inquiries and questions.
  • Assist with the writing and editing of various reports for VSTOP.
  • Coordinate with specialists on scheduling, communication, and operation of voting system and electronic poll book field tests, election equipment audits, and election equipment inventory database training, including editorial assistance on reports.
  • Manage communication with VSTOP personnel, election equipment vendors, external consultants, and state officials when appropriate.
  • Assist the VSTOP Manager and Co-Directors with the supervision of Graduate Assistants and Student Assistants working for VSTOP.
  • Attend workshops, seminars, and training sessions as assigned.
    Travel on VSTOP business when required. Some travel is required.
  • Perform other duties as assigned.
