Title- Senior Contract Specialist
Team- IT Business Office

This position is for a Senior Contract Specialist dedicated to the Information Technology department for the entire OU system.  Duties are focused entirely on Information Technology items:  RFP’s, RFQ’s, tracking and executing contract renewals and various other duties as required.  This position  also serves as a conduit to central OU Procurement.  Knowledge of University and State purchasing policies is a must along with a general understanding of University account structures.   The position also requires a high level understanding of all IT products and services, how they interrelate with each other and be able to identify possible opportunities for consolidation.

  • Responsible for facilitating more complex and/or time sensitive projects, with the understanding that projects will be completed in an expeditious and quality manner.
  • Responsible for facilitating the procurement of departmental equipment, supplies, and services by a formal bidding process and ensuring best value for the University.
  • Knowledgeable of all University procurement policies and procedures as well as Oklahoma state law.
  • Experienced in all levels of contract administration and oversight.
  • Reviews, negotiates and awards contracts to the maximum levels allowed by Regents policy, on behalf of the University.
  • Responsible for the purchasing process related to commodities for customer departments as assigned.
  • Reviews requisitions for materials, supplies, equipment, and services and determines priority and available contract pricing.
  • Prepares solicitation documents: Request for Proposal (RFP), Invitation to Bid (ITB), Request for Quote (RFQ) for posting and circulation, and analyzes vender offers in preparation of evaluation.
  • Reviews contracts and negotiation terms and conditions.
  • Assists with specification development.
  • Represents the Purchasing Department in meetings and project committees.
  • Supervises purchasing staff in the absence of the Asst. Director.Performs other duties as assigned.

**The position will be located on OUHSC or Norman campus with a hybrid work model option for experienced candidates.**

 

Job Requirements

 Bachelor Degree in Supply Chain Management, Business Administration, Accounting or related field.

48 months purchasing experience, to include responsible buying and/or materials management.

Equivalent / Substitution: Will accept 48 months of purchasing experience in lieu of the Bachelor's Degree for a total of 96 months.

Driver's license required to commute to all University locations.

  • Proficient in Microsoft Office.
  • Ability to demonstrate business experience in detailed and technical purchasing operations.
  • Ability to read and interpret policy as well as State and Federal regulations. 
  • Advanced/proficient verbal and written communication skills for composing audits, reports and policy advisory.  
  • Ability to perform basic data analysis.
  • Ability to work on multiple projects within critical time constraints or deadlines.
  • Experience with preparing solicitation documents.
  • Knowledgeable of all university procurement policies and procedures as well as State of Oklahoma law, and other governing laws and regulations

Preferred:

  • Master's Degree in Supply Chain Management, Business Administration, Accounting or related field.
  • Certifications (CPO certified procurement officer, CPSM certified professional in supply management).
  • Experience with PeopleSoft, SciQuest and/or other University financial systems.
