Responsibilities

Reporting to the Vice President for Finance and Administration, the Assistant Vice President for Finance (AVPF) and Controller is the chief accounting officer for the College. The AVP for Finance/Controller is responsible for all accounting functions, stewardship of College assets, debt portfolio management, cash/investment management, preparation of annual financial statements, coordination of required audits, and overall supervision of the Business Office Staff. The AVPF ensures a strong system of internal controls and high-quality financial reporting for strategic decisions. The AVPF works closely with the VP-Finance & Administration on long-term financial planning and strategic matters, as well as providing staff support for the Board of Trustees.

1. Accounting functions: Oversees the payroll, accounts payable, purchasing and accounts receivable functions. Reviews and signs contracts for independent contractor services provided to College.

Responsible for reviewing the reconciliation of all college investments as well as the charitable trusts prepared by staff accountant. Maintain the staff position control. Act as Budget Office approved signer for the online hiring system of HR (NEOGOV). Create necessary journal and budget entries as required by reconciliations or as requested by College constituents.

Responsible for oversight of the College's budget and related monthly reporting. Works closely with College constituents on their budget management.

2. Stewardship of College Assets: Maintains records of the fixed assets of the college, as well as the capital budget plan for planned renewal and replacement of the College, and associated accounting of funds provided from the issuance of debt.

Maintains reconciliation of sources and uses for capital gifts and related project spending.

Responsible for the preparation of the annual property tax exemption request as well as all annual property tax disclosure reports required by Federal, State and County regulating bodies.

3. Debt Portfolio management: Provide support and monitoring of the College's debt portfolio. Responsible for initiating payment for debt service payments. This includes the monthly SWAP and Direct Purchase payments and weekly SWAP MTM reports, with associated collateral Calls.

Appointed the Post Issuance Compliance person responsible for the oversight of the debt covenants, the generation of an annual disclosure report, determination of arbitrage reporting, and communication with the respective regulatory agency(ies).

Participate in annual surveillance and rating discussions with Moody's.

Responsible for the negotiation and oversight of the College's external management contract(s) to ensure compliance with the safe harbor rules for private use.

4. Cash/Investment Management: Responsible for the review of reconciliations of all investment and trust accounts, and oversight of all related transactions for the investments of the College. Responsible for the cash flow of the College to ensure coverage of operations and compliance with line of credit covenants when accessed. Foster prudent management of endowment funds and working capital. Develop and maintain banking relationships.

Responsible for the day-to-day interactions with the Outsourced Chief Investment Officer (OCIO). Maintain the unitized pool of endowment funds as well as distribution of endowment earnings. Calculate the annual spending value for the pool, develop budget projections for endowment revenue and communicate spending to respective Deans/Department Heads.

Maintains regulatory registrations, reporting and compliance for charitable gift annuities, endowment and other gift arrangements as applicable.

Also oversees the registration of the College for fundraising and employment in all states, as well as annual required filings associated with the registration.

5. Audit Preparation: Responsible for the planning and execution of the College's Independent Annual Audit, the A-133 Audit, and the Audit of the EMERITI Plan, as well as the Agreed Upon Procedures for NCAA. Also responsible for the preparation and filing of the College's Forms 990, 990-T and 5500 (EMERITI).

Responsible for the implementation of new accounting standards applicable to the College, with the development and implementation of necessary policy changes and communication to the Audit Committee of Board of Trustees.

6. Employee Assistance and Supervision: Responsible for the staff of the Business Office with direct supervision of the Assistant Controller/College Budget Officer, the Accounting Manager, the staff accountant, the grant accountant and the Payroll Manager.

Assist Payroll Manager with maintaining all necessary Federal and State filings for payroll information, as well as the annual Worker's Comp Audit.

Collaborate with Payroll Manager and Accounting Manager in evaluating software changes as well as changes in regulations and developing resulting changes in policies or procedures.

7. Other Duties as Assigned Support staff to the Audit, Investment and Finance Committees of the Board of Trustees.

Responsible for the annual preparation of data for the Equity in Athletics Disclosure Act (EADA report), as well as the annual NCAA report. Review the annual Title IV financial aid (FISAP) report before submission.

Member of College's Campus Budget Committee, the Technology Planning Committee and other committees as needed.

Attend professional development meetings such as WACUBO, WCCI, and PACCON.

Special projects as assigned by the Vice President for Finance and Administration.

Experience and Qualifications

QUALIFICATIONS:

Education: REQUIRED: Bachelor's Degree in Accounting PREFERRED: MBA in Accounting or Finance

Experience: Extensive experience in directing business and financial services, including accounting, investments and long term debt financing. Thorough knowledge of accounting, particularly as applied within independent institutions of higher education. At least five years of directly relevant management/supervisory experience.

Skills/Abilities: Strong verbal, written and interpersonal communication skills; Microsoft Office experience; experience with Colleague a plus.
