This position reports to, and supports, the Associate Vice President of Facilities Management and Campus Services, a unit within the Division of Administration and Finance. The offices this position supports are the Physical Plant, Architectural and Engineering Services, Environmental Health and Safety, Grounds, Building Services, Transportation, Materials Management, Parking, and business and financial operations of the unit.
Position Summary
The Information Technology Manager is a position under the general supervision of the Associate Vice President of Facilities Management and Campus Services. The position will provide technical support to the general and unique information management systems utilized to maintain the buildings, grounds, infrastructure, environmental quality, and overall logistical support for the campus. The individual in this position is responsible for the overall data management and technical architecture for the main operations involving the Physical Plant, Architectural and Engineering Services, Environmental Health and Safety, Grounds, Building Services, Transportation, Materials Management, Parking, and related financial supporting operations.

This individual will make independent decisions regarding the types and uses of technology that will support the safe, effective, and efficient operations of the department and the University. Typical applications may revolve around facility and logistical support operations involving work planning and execution management, building/utility system monitoring/controls, record/as-built/GIS data management, data information sharing, material ordering and inventory control, vehicle management, energy/utility consumption, and communications. Excellent judgment must be used for all decision made as the impact of this persons actions will affect all faculty, staff, and students at Northern Illinois University.
Essential Duties and Responsibilities
Provide overall guidance and strategy development for information technology management in the Facilities Management and Campus Services (FMCS) areas. Evaluate new both software and hardware applications and upgrades to existing applications and how they will integrate with existing campus systems. Evaluate industry best practices for tapping, managing and using large data from FMCS processes and systems to inform decisions and streamline operations. Lead or participate on teams that implement new products or business processes. Coordinate with vendors as needed for implementation, support and training. Provide end users with training and knowledge to be successful.

Maintain and support FMCS applications and databases. Ensure desktop and server applications are functioning optimally. Capture data in standardized easily analyzed and transformable formats. Create applications, reports and processes in support of operational and analytical needs. Verify that standard access control is applied. Apply maintenance patches and install upgrades as needed to maintain or enhance functionality and security. Ensure applications and databases are backed up and information can be recovered.

Create technical policies and standards for FMCS that align with the needs of the department, the University and industry best practices. Plan the departmental refresh strategy for hardware and software. Ensure data is stored and maintained in an accessible and secure manner. Standardize data sets to ease the sharing of information between departmental and interdepartmental systems. Coordinate with other campus units as needed to provide information from FMCS systems. Participate on campus technical committees to ensure full integration of FMCS systems with other supporting or supported systems.

Troubleshoot problems and remediate issues for Facilities Management programs and monitor support to Campus Services programs as provided by DoIT. Provide technical support to system users. Update and upgrade computing devices to current product releases. Develop and maintain departmental workstation images. Plan, install and implement new equipment. Train users on desktop software.

Supervise a Building Automation technician whose primary duties are the support of campus building automation systems and other embedded systems on campus. Secondary duties are the support of FMCS IT operations

1. Bachelor’s degree and one (1) year of progressively responsible work experience managing technical projects, large data management systems and implementing new workflows

OR

Associate’s degree and two (2) years of progressively responsible work experience managing technical projects, large data management systems and implementing new workflows

OR

Four (4) years of progressively responsible work experience managing technical projects, large data management systems and implementing new workflows.

2. Six (6) months of supervisory experience.

3. Demonstrated work experience in providing desktop support to administrative computers, including specifying new computer hardware, developing and maintaining computer images, software support and hardware support.

Valid Driver’s License required
Master’s degree in Technology, Computer Science, Engineering, or related field.
Familiarity with Computerized Maintenance Management Systems. Specifically, WebTMA.
Knowledge of NIU Enterprise systems.
Experience working with embedded systems; HVAC controllers, power meters and electronic door access systems.
In-depth knowledge of relational database design, maintenance & reporting.
Experience with hands on software and hardware installation, troubleshooting and maintenance
Working knowledge of system and network administration, including Windows desktop/server and Linux operating systems.
Knowledge of network communication protocols and ability to troubleshoot issues.
