Lead, coordinate, and/or oversee, including exercising administrative authority for the construction and move in phases of new and renovation university construction projects, using multiple delivery methods. Once the project progresses from design/planning to construction, this position has responsibility for coordination of all project participants as well as the technical and administrative activities of the project. Ensure highly effective communication and smooth working relationships between all disciplines and project participants. Serve as a resource for the customer as well as manage the customer’s goals and expectations for scope, schedule and budget. Ensure that established university specifications and performance standards (with a focus on MEP systems) are met including schedule, cost, and quality and project safety requirements as assigned.

Ball State University is seeking a Campus Projects Construction Manager to oversee and/or coordinate new and renovation construction projects.

Minimum Education:

1. Bachelor’s degree in Architecture, Engineering, Construction Management, or related area from an accredited college or university.

Or, in lieu of a related degree:

2. The successful completion of an apprenticeship program in a skilled building and construction trade and 10 years of experience in the construction field. 2 years of the related experienced could be gained during the apprenticeship program.

Or

3. A bachelor’s degree in another field with a minimum of 10 years of experience in the construction field.

Minimum Experience:

At least 5 years of progressively responsible project management experience or equivalent skill in the area of managing complex architectural/engineering projects, construction, building systems, or infrastructure projects. Proven experience with construction contract administration.

Preferred Experience:

Public agency or university experience.

Duties and Responsibilities:

  • Prior to Construction, review and evaluate plans and specifications for construction feasibility, scope, logistics, and for compliance with university design guidelines, standards and processes.
  • Engage external consultants, develop and process Requests for Proposals (RFP’s), review fees, and obtain required documentation for legal/contract team.
  • Manage Architect’s scope of services during construction.
  • Coordinate and facilitate all project start up activities; participate in pre-bid meetings and in contract award activities, ensure university representation at all meetings associated with construction activities.
  • Represent and advocate for the University in construction meetings. Hold contractors accountable for adhering to the administrative requirements of the project. Actively communicate with internal stakeholders on decisions and actions throughout the construction phase.
  • Coordinate construction activities to minimize disruptions to university activities; arrange for relocations and move-in activities as needed.
  • Make regular site visits to monitor, inspect and report on the field construction and review for general compliance with drawings and specifications; ensure issues are identified and successfully addressed. Initiate, coordinate and administer outside inspection and testing services for quality control of construction work as required.
  • Prepare project correspondence and other documents used in administering contracts and purchase orders; document project progress with written reports, photographs, and schedules as required; coordinate the university approval/rejection of work; issue stop work orders to contractors as necessary.
  • Responsible and accountable for project budgets and reporting to the Director. Oversee project expenditures to ensure budget controls and to forecast total project costs. Review and substantiate contractor pricing, ensure best value is obtained and final settlement of quotations and contracts. Review and recommend approval or rejection of payments to contractors, testing services, and construction vendors.
  • Minimize university liabilities by undertaking quality control and claims avoidance steps; including preconstruction quality checks; proactive problem seeking; effect prompt action on outstanding issues, in the event of project changes, problems or minor claims, take appropriate actions to resolve matters and to make recommendations to the Director for action.
  • Conduct construction safety inspections as necessary to identify potential hazards; take appropriate actions to increase safety; coordinate construction inspections by local and state agencies and FP&M personnel.
  • Manage Owner Furnished Contractor Installed and Owner Furnished Owner Installed requirements.
  • Manage and facilitate timely contract closeout of completed projects. Obtain through as-built documents for completed projects from appropriate designers and/or contractors. Proactively address issues that arise after substantial completion. Maintain warranty records. Coordinate claims for repairs covered under warranty.
  • Support other FPM team members in their roles as needed.
  • Perform other related duties as assigned.
