JOB SUMMARY

The Financial Analyst uses advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. They will perform a variety of duties for the Information Technology Services (ITS) division, including financial analyses and modeling, budget development and reporting, research and planning, and services costing with primary responsibilities to facilitate and monitor budgeting and financial reporting.

The position supports both operational financial management and reporting as well as strategic financial management and reporting. On the operational level, the position develops standard and ad hoc reports, delivers quarterly presentations to the IT Leadership Team, manages and balances the staffing list, projects year-end balances, completes annual recharge call effort and oversees fiscal closing for the unit. On the strategic side, the position develops long-range planning views, funding model options, including recharge rate development efforts, services costing and an array of other analyses needed in support of an IT organization within higher education.

The Financial Analyst regularly initiates and conducts research and analytical efforts to inform approaches to and decisions on funding models and scenarios for new and different IT services emerging on campus. They create information for dissemination to and use by ITS and campus management as well as campus clients, preparing and presenting materials to senior leadership and external audiences.

APPOINTMENT INFORMATION

Budgeted Salary: $97,375 - $107,625/year. Salary commensurate with skills, qualifications and experience.

JOB DUTIES

40% - Financial Analysis And Budget Planning & Management

• Oversees financial management and budget development activities in conjunction with divisional leadership and unit heads.
• Coordinates the gathering of budgetary and resource requirements information during planning stages, such as the annual budget process.
• Gathers, analyzes, prepares, and summarizes recommendations for complex financial and / or resource plans, including annual resource allocation approaches, trends future requirements, operating forecasts, sources, and uses, etc. Examples include generating, modifying, and conceiving new financial or other resource reports, strategic planning and modeling, analyzing and forecasting staff salary budgets, contracts, grants, gifts, or user fees, and making recommendations for maximizing financial or other resource outcomes.
• Uses an advanced understanding of industry practices and organizational policies and procedures to resolve highly complex or difficult assignments.
• Serves as liaison with internal and external constituents Reviews and approves advanced financial transactions.

40% - Reporting And Costs Analyses

• Provides analytical support for highly complex budgets dealing directly with ITS department managers and / or outside constituents.
• Performs complex financial and resource research and studies for both internal department and external constituents. Examples include periodic financial reports, staff / faculty salary budgets, contracts, grants, or user fees. Financial and / or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff salary or FTE analysis, recharge, general rate or assessment analyses (technical labor rates, headcount-based assessments, technical services (e.g., data center computing charges)) contracts and grants analysis, fungibility of funds, working capital, depreciation, new building funds, etc.
• Uses advanced understanding of industry practices and organizational policies and procedures to resolve highly complex or difficult assignments.

20% - Special Projects

• Provides high-level analytical support for the ITS governance process including providing quality control reviews, analysis, preparation, and summarizing of highly complex budget, financial, and resource requests from campus units as appropriate. Coordinate with internal and external constituents of the governance process.
• Maintains regular alignment with the finance director on the most pressing tasks facing the group in order to complete tasks more efficiently.
• Collaborates with IT Leadership, managers, and staff on projects as assigned.
• Provides other financial analytical support to divisional projects or completes special projects as assigned or undertaken on own initiative.
• Monitors projects to ensure that goals and deadlines are met; communicate issues to the appropriate director as they arise.
• Coordinates and analyzes campus, system-wide, and industry data collections or surveys, costing, and other analyses associated with defining service levels and components and other projects associated with ITS budget and finance.
• Serves as an informal lead within the finance team, focusing the financial analysts in administering divisional budgetary and financial programs, assessments, and annual and ongoing budget development.
• Helps sequence actions, ensures correct timelines, and designates responsibilities and overall coordination.
• Works together with the other analysts in a courteous, professional, and collaborative manner to accomplish work group tasks.

REQUIRED QUALIFICATIONS

• Advanced degree in related area and /or equivalent experience and / or training.
• Advanced, extensive knowledge of generally accepted accounting principles, fund accounting, financial reporting, internal control systems, cost accounting, and budgeting and financial analysis.
• Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.
• Advanced experience with conducting research, interpreting and analyzing complex data, policies, and procedures, preparing cost-benefit analyses and developing innovative solutions for business related programs and services.
• Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail.
• Strong verbal communication skills.
• Strong written communication skills.
• Ability to identify, collect, and analyze information from multiple sources.
• Advanced ability to translate and present complex technical requirements into meaningful budgetary, financial and services terms for a variety of campus audiences at all levels of the organization.
• In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
• In depth ability to use organizational skills to multi-task in a high volume environment.
• Ability to adapt to changing priorities.
• Ability to function as a member of a team.
