Summary

The Chief Audit and Compliance Officer provides leadership, direction, and planning for a wide variety of financial and business needs for the College. This executive serves as the liaison and resource to management and the board on matters pertaining to Compliance, Privacy, IT Security, Audit, and financial activities.

Job Duties

Chief Audit Executive (CAE) Responsibilities:

  • The Chief Auditor Executive is responsible for overseeing the development, implementation, and maintenance of an ongoing and effective program to assess, review and make recommendations on the adequacy of Baylor College of Medicine's internal control environment. The CAE will proactively manage internal and external constituent relationships. The CAE will work closely and partner with the board, senior leaders, and mission leaders across the college to identify, assess and mitigate business risk.  The CAE is responsible for overseeing a professional staff and reporting on internal audit activities and results.


Chief Compliance Officer (CCO) Responsibilities

  • The CCO exercises discretion and independent judgment in oversight of the Compliance and Privacy program while functioning as an independent and objective body that reviews and evaluates compliance and privacy issues/concerns within the organization. The position ensures the Board of Trustees, management and employees are in compliance with the rules and regulations of regulatory agencies, that College policies and procedures are being followed, and that behavior in the organization meets the College’s Code of Conduct.
  • The Chief Compliance Officer reports to the CEO and Board of Trustees’ Audit, Compliance, and Risk Management Committee by monitoring and reporting results of the compliance/ethics efforts of the company and providing guidance for the Board and senior management team on matters relating to compliance. The CCO, together with the Executive Compliance Committee, is authorized to implement all necessary actions to ensure the achievement of the objectives of an effective compliance program.

 

Information Technology Security Responsibilities

  • The Chief Compliance Officer is responsible for overseeing the information technology security program to assist the College in meeting the institution's strategic objectives by building technical controls, processes, and relationships to ensure the College's business requirements are achieved. 
  • Working closely with areas of the Office of Information Technology, the Office of General Counsel, and BCM departments, this position oversees the Information Security Officer who leads the development of policies, procedures, and processes, providing audit and oversight to ensure secure and compliant computing resources in adherence with BCM policy, state and federal statues, rules, regulations, and industry-accepted best practices related to the information security environment.

Minimum Qualifications

  • Master's degree.
  • Ten years of progressive responsibility over Internal Audit, Compliance and IT Security areas.

Preferred Qualifications

  • Healthcare, medical education and/or scientific research experience.
  • Experience working on cutting edge issues around healthcare delivery.
  • MBA, CPA, CHC, CHPC, CHRC designations preferred or professional experience. 

Other

  • Strong knowledge of US GAAP, statutory and other complex accounting principles, internal controls, business processes, Committee of Sponsoring Organizations, IIA and Association for Certified Fraud Examiners standards.
  • Strong, verbal and written communication skills. 
  • Strong analytical and problem-solving skills. 
  • Strong internal control, compliance, and security risk orientation.
  • Excellent project management, organizing, and planning skills. 
  • Ability to work independently as well as in a team environment.

  • Proficiency in presenting complex business issues to all levels of management.
  • Experience in effectively leading teams through a rapidly changing business environment.
