Summary

This position will oversee and manage the operations of 24 teams across the state of Texas for the Texas Child Mental Health Care Consortium. The Senior Business Strategy and Development Associate will operate as a Program Administrator of the region overseeing the operations of the 24 teams, contributing to the operational flow feedback and performance metric setting for the Texas Child Mental Health Care Consortium initiatives. The selected candidate will collaborate and partner with state officials, the governor's office, and additional programs across the state to expand the Texas Child Health Access Through Telemedicine (TCHATT) and Child Psychiatry Access Network (CPAN) programs with the Texas Child Mental Health Care Consortium (TCMHCC) to provide oversight and streamline implementation of new and updated initiative implementations.

Job Duties

  • Manages and oversees operations for the initiatives under the TCMHCC.
  • Contributes to the development of short and long-term strategic business plans and budget that are in alignment with overall institution. Responsible of implementation of operational decisions for all programs operations across the state.
  • Responsible for preparing the annual state budget. Provides budget proposal for leadership review and approval. 
  • Develops best practices, process flows, policies and operational standardization systems that are implement in every region of the state to all programs.
  • Establishes state performance metrics for all initiatives with TCMHCC. Meets and presents with TCMHCC executive team and internal and external teams monthly reviewing TCMHCC initiative opportunities for growth/changes for the state. 
  • Leads meetings with all 24+ teams monthly to review team processes and strategies. Assist teams’ problem solve issues in their Texas region’s program.
  • Communicates with faculty and staff across 24 teams in the state regarding deadlines, notices and program(s) operational mandated changes. Will collaboratively work to develop a framework to effectively communicate and implement key performance indicators and strategic metrics that identify the current state, craft the path to the future state and provide presentation of project/ programs status compared to milestones.
  • Assists in the development of Business Plans, State of the Department Presentations and Strategic White Papers.
  • Manages state outreach and marketing at a state level for all initiatives.
  • Collaborates with department Lead, Financial Analyst reviewing monthly financial reports, monitoring departmental accounts for funds availability and appropriate expense transactions. 
  • Initiates state contracts with perspective stakeholders and submit to BCM team to process.
  • Ensures regulatory compliance and recommends process improvements to department budgetary and financial policies and procedures.
  • Serves as the primary point of contact for COSH, BCM CPAN and BCM TCHATT hiring decisions, and review of budgets.

Minimum Qualifications

  • Bachelor’s degree.
  • Four years of relevant experience.

Preferred Qualifications

  • Master's degree.
