The OK Catalyst Program Manager is a key member of the Tom Love Innovation Hub staff, working closely with the OK Catalyst Director to plan and execute all outreach, training, and mentoring initiatives. Based out of Oklahoma City, the Program Manager will be responsible for a broad spectrum of tasks and projects supporting programs designed to increase Oklahoma's competitiveness in the federal SBIR/STTR program, a $4 billion dollar funding source for early-stage innovators. Primary Roles & Responsibilities:

  • Assist with preparation and execution of OK Catalyst’s programs focused on training and mentoring SBIR/STTR program candidates across the state and region
  • Support SBIR/STTR candidates through a Phase I proposal submission
  • Provide proposal reviews and feedback to program participants
  • Develop and maintain a comprehensive understanding of the SBIR/STTR programs, stay up to date with federal and agency specific program guidance and changes
  • Support day-to-day operations in support of OK Catalyst programs and program participants
  • Keep detailed notes of participant’s needs, progress, and outcomes throughout the course of the programs
  • Support SBIR/STTR awardees through a Phase I project period including Phase II proposal submission preparation
  • Develop and maintain program procedures and guides for future implementations
  • Support OK Catalyst programs through the development of training courseware & other relevant materials
  • Plan, coordinate, and participate as required in special promotional, informational, mentoring, and/or training events focused on the SBIR/STTR programs
  • Assist with various state and regional outreach efforts to corporate, government, and small business groups
  • Engage with our statewide and national network of partners to market and execute programs
  • Assist outreach to corporate, government, and small business groups to identify program participants
  • Responsible for program management and oversight of day-to-day operations.
  • Responsible for daily program management throughout the program lifecycle.
  • Aligns deliverables to the program's outcome.
  • Meets with stakeholders to discuss program status and goals.
  • Manages the program budget.  Develops proposals, negotiates and administers grants and contracts.
  • Supervises staff, including hiring, training, and performance evaluation.
  • Provides oversight of ongoing projects
  • Interfaces with university departments, funding sources, outside organizations and state/government agencies.
  • Assesses program effectiveness and identifies areas of improvement.
  • Manages program documentation, data collection, and reporting.
  • Develops program goals and objectives.
  • Performs various duties as needed to successfully fulfill the function of the position.
 

Job Requirements

Required Education: Bachelors degree, AND: 

  • 48 months of program development, program management or related experience

Equivalency/Substitution:  Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 96 months of related experience.

Skills:

  • Able to communicate well and build rapport quickly with students, faculty and staff 
  • Proficient in Microsoft Office
  • Highly organized and able to handle multiple projects and deadlines
  • Able to read and interpret policy as well as State and Federal regulations     
  • Able to effectively evaluate projects, programs and produce comprehensive reports 
  •  Able to supervise staff and communicate directions and expectations effectively     
  • Strong initiative to solve problems· 
  • Able to work well with interdepartmental teams and initiatives

Certifications:

  •   Valid Drivers License

  • Frequent exposure to pressure caused by deadlines and busy periods.
  • May be required to travel.
  • May require contact with other departments and university officials.

Departmental Preferences: 

  • Master's degree 
  • Experience with leading entrepreneurial support programs, technology transition, venture capital, product development, and commercialization
  • SBIR/STTR program experience
