Job Profile Summary

Under general direction, this position is responsible for supporting the Associate Vice President, Broward UP Promise Neighborhoods with the day-to-day operations of the Broward UP Promise Neighborhoods Grant.
This position is a managing director which will assist with project portfolio management, including the organization, project management, planning, implementation, continuous review, and expenditure of staff time and effort and grant funds (including 12 subrecipients or more) according to the project plan.
Collaborates with appropriate internal and external stakeholders to develop and maintain processes, tools, and systems to ensure data is collected and managed, project deliverables are achieved, annual budget and match commitments are expended appropriately, and all pertinent information is documented for federal grant compliance purposes.
The Promise Neighborhoods grant is a federally funded grant program which will offer a comprehensive two-generational, community-centric model with underlying support from the community to deliver key programming solutions along the pipelines for children, families, and community members pathways to employment, via credentialing and non-credit, continuing education. The College’s Broward Unlimited Potential (UP) - Promise Neighborhoods project (BUP-PN) specifically targets and will serve students and families who directly come from traditionally underrepresented and underserved populations and who are at risk of poverty and academic failure. These solutions will be provided by various community partners supporting the five interconnected pipeline blocks of the pipeline continuum: 1) Early Care and
Education/Kindergarten Readiness; 2) K-12 Success; 3) High School to Postsecondary and Completion; 4) 21st Century Workforce and Talent; and 5) Mobilizing the Broward UP Community.
This is a temporary position which is contingent upon continuation of grant funding which ends on December 31, 2026. The incumbent is subject to annual performance evaluation and grant contract renewal.

  

Minimum Education:

  • Master's Degree required, preferably MBA or MPA
  • An equivalent combination of experience and education may be considered.

Minimum Experience/Training:

  • Project management with a minimum eight years of related experience, preferably including Project Portfolio Management and Federal grants.
  • Experience with managing Promise Neighborhoods grant or similar community development projects preferred.

Minimum Certification/Licenses:

  •  PMP Certification preferred

Essential Functions:

  • Daily - 25%: Provides leadership and direction in the implementation of the program’s functions and activities. Manages a comprehensive project plan to meet the grant program goals. Responsible for the development, planning, implementation, and administration of the project.
  • Daily - 15%: Prepares reports, documentation, and related materials to inform Broward College leadership on project progress at regular intervals, both in written and oral communication forms.
  • Monthly - 15%: Manages, reviews and approves project expenditures, develops project policies and procedures ensuring compliance with all project guidelines and appropriate fiscal and program records. Performs grant management, budgeting, and ensures grant compliance
  • Monthly - 10%: Administers, advises, implements, and manages, and ensures successful completion of the Promise Neighborhood project.
  • Daily - 10%: Responsible for people management of the area, including recommendation of staffing, hiring, termination and discipline, setting performance standards and evaluating staff, and staff development.
  • Other - 5%: Works with a variety of partners, including employers, public agencies, labor unions, businesses, other local educational and non-profit institutions. Provides effective leadership and guidance as a key representative to the partnership consortium.
  • Other - 5%: Ensures memorandum of understanding and/or contracts are developed and executed according to College protocols and timelines.  Manages agreements in collaboration with appropriate agencies.
  • Other - 5%: Remains current on College, state, federal and other applicable laws, rules, and regulations to ensure compliance with grant requirements.
  • Other - 5%: Oversees inventory of procured items, as required by the grant.
  • Other - 5%: Performs related duties as assigned.

Knowledge, Skills and Abilities:

  • Proven expertise in planning and executing operational plans, budgeting, federal and state grant regulations, and cost control
  • Proven expertise in project management, preferably including project portfolio management.
  • Ability to diagnose, plan and manage resource requirements for own area, including staffing, budgets, equipment, etc.
  • General understanding of the external environment and how it affects academia in general and Broward in particular, including environmental, financial, and social influences
  • Strong managerial and team building skills, and demonstrated ability to motivate and empower direct and indirect reports to achieve area priorities
  • Ability to partner with others across the College and externally to exchange information, collaborate on projects, share resources, etc.
