About the Department
The 900+ positions of the Facilities Division service the students and staff of the university’s teaching, research/administrative space and 2,240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost effective services to the university, ensure completed projects and maintenance that conform to codes and regulations, while minimizing university liabilities and disruptions caused by the maintenance, repair and building, and equipment modifications to the university.

The primary purpose of the Design and Construction department is to support teaching, research, extension, and other activities of the university through timely and economical completion of design, construction, renovation and/or repair, and other improvements to the facilities. Accordingly, this unit provides design and construction management for all university projects, endowment and research funded capital improvement projects. Capital improvement projects are defined by General Statutes as being valued at more than $100,000 and are subject to oversight by the Office of State Construction (SCO) and governed by the State Building Commission (SBC) via legislative authority.
Essential Job Duties
The purpose of this position is to provide design and construction project management services across a wide variety of project types, primarily informal projects (< $500,000). The position serves as the university’s primary point of contact and customer representative, managing upwards of 15-20 projects at a time in a very dynamic and fast-paced working environment. Projects vary from simple to moderately complex, including architectural, mechanical, electrical, plumbing, life-safety (fire alarm and sprinkler), telecommunications, security, etc. Facility types include academic, research, residence, dining, athletic, administrative, exterior spaces, transportation, and utility infrastructure. The position works closely with other campus units including Campus Planning and Strategic Investments, Operations and Maintenance, Business Operations, and Environment Health and Safety. This position will primarily manage 3rd-party designers and contractors to prepare scopes of works, bid and award the projects, manage construction, and oversee project closeout in accordance with state and university guidelines.

Duties include:
Working knowledge of design and construction administration, including safety, scheduling, contract enforcement, requests for information, submittals, change orders, payments, inspections, occupant move-in, and contract closeout. Experience with quality control and quality assurance (problem avoidance) through effective design review and proactive construction coordination.
Working knowledge of building systems, including but not limited to architectural, mechanical, electrical, life safety (fire alarm and sprinkler), site utilities, security, communications, and conveyance systems.
Working knowledge of NC building codes/standards and ordinances related to construction in the state government/university setting.
Experience with State Construction Office policies and procedures concerning the design, procurement, and construction of state assets.
Experience with collaboration, communication, and coordination as it relates to customer interaction/service, campus stakeholder engagement, and construction meetings (pre-bid, bid opening, pre-installation, progress, inspections, and final occupancy). Ability to communicate effectively with a diverse campus population.
Experience in preparing construction documents and cost estimates.


This position is charged with direct project management responsibilities for ensuring that projects are completed on time and within established budgets while ensuring the capital improvement to the university’s facilities meets Federal, State, and local building codes as well as university requirements with minimal disruption to on-going university activities. This position has direct responsibility for project management during the construction phase. This includes scope development for projects not requiring a design, bid, and award of the construction contract, budget management, schedule management, construction administration, and project closeout. This position requires the ability to: anticipate issues and formulate options to resolve them; manage multiple projects; prioritize projects; use goals to guide actions and create detailed action plans; and schedule people and tasks to achieve goals with minimal oversight.

Qualifications
Minimum Experience/Education
Associate’s Degree in the assigned discipline; or an equivalent combination of training and experience.

Some positions may require certification. All degrees must be received from appropriately accredited institutions.

Other Required Qualifications
Proficient knowledge of standard design and construction practices and have both office and field experience.
Effective oral and written communication skills.
Ability to proficiently operate a personal computer and a variety of software for email, word processing, spreadsheets, database & information collection.
Working knowledge of Microsoft Office is required.
Experience with Microsoft Project and Blue Beam Review is very helpful.
Preferred Qualifications
Two-year associates degree in engineering, architecture, construction management or related discipline with at least five (5) years of experience, or bachelor’s degree in engineering, architecture, construction management, or related discipline with at least two (2) years of experience.
Required License or Certification
Valid driver’s license required.
Valid North Carolina driver’s license is required within 60 days of hire and must be maintained.
