Job Description

The Department of Emergency Medicine is seeking a Budget Analyst who will work under the supervision of the Assistant Director of Finance. This position will coordinate and oversee budgeting activities related to non-sponsored departmental budgets. The Budget Analyst will assist in financial analysis of faculty compensation, as well as providing reporting, oversight and processing of reimbursements, payments and procurement. This role assists in the analysis of revenue and expense budgets and will act as a liaison for HR/Payroll.



Specific Duties & Responsibilities

Responsible for performing monthly reconciliation of non-sponsored accounts. Develop and generate SAP/BW Analysis financial reports and files and verify budget and expenditures to ensure compliance with university and/or agency policies, regulations and restrictions.
Prepare non-payroll cost transfers to move expenses to correct accounts as needed.
Interprets policy and procedure for department based on understanding of university policy.
Serves as departmental point of contact for questions regarding financial procedures and related university policies.
Develop payment schedules to monitor payments to vendors and from external / internal clients. Responsible for accurate and timely internal and external billing and receipt of payments. Manage related financial processes to ensure accuracy, completion and maintenance of supporting documentation.
Proactively advise appropriate administrative staff on status and availability of funds.
Keep abreast of university accounting system and policy to ensure up-to-date compliance.
Process on-line payment requests for invoice payments, travel and other reimbursements, and shopping carts for purchase orders for general supplies.
Generate complex shopping carts for purchase order requests related to subcontract agreements and some equipment purchases.
Assist with budget development for non-sponsored revenue and expense budgets.
Reconcile faculty labor distribution to ensure accurate salary allocation across accounts, as well as providing support to RMS for sponsored accounts. Prepare payroll transfers to properly allocate salaries, as needed.
Assist financial analysts in quarterly supplement analysis to ensure accurate and timely payment.
Develop and maintain supplement tracking sheets to assist in the development of faculty, clinical associate and PA compensation statements.
Process Internal Service Requests (ISR) forms for Faculty, Clinical Associates, staff, and students.
Coordinate with finance and administrative staff for hiring of full-time Faculty, Clinical Associates, staff & students.
Prepare and process monthly PA payroll.
Maintain detailed reconciliations to ensure accurate payroll.
Provide time keeping support in the E210 system for Clinical Associates and Physician Assistants
Use various software applications including Excel and PowerPoint to compile, analyze and present financial data.


Special Knowledge, Skills, & Abilities

Knowledge and skill in Excel, Access, and SAP a plus.
On a regular and continuous basis, exercises administrative judgment and assumes responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the functional area.
Knowledge of accounting and budgeting theory and practices.
Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
Very strong organizational skills, analytical and problem-solving abilities, and attention to detail.
Ability to maintain confidentiality.
Ability to prioritize own work as needed.
Strong interpersonal and communication skills, both oral and written. Ability to effectively interact with all levels of University and Hospital employees as well as outside contacts.
Function as a team player and works to maintain harmonious working relationships with coworkers, peers and supervisors.


Physical requirements

Local travel required.
State, regional, national travel may periodically be required.


Minimum Qualifications
Bachelor's Degree in Finance, Accounting, Business or related field.
One year of related progressively responsible experience.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
