Job Summary
This position analyzes, implements, and modifies application systems with responsibilities for planning, programming, testing, debugging and deploying, within established standards, to support the organization's application systems in database, client-server, and internet environments. The incumbent consults with business systems analysts, other systems analysts, and/or users to identify functional and technical requirements. The incumbent acts as the project manager for moderately complex projects by directing the activities of more junior level systems analysts or coordinating activities with other technical teams, and may assist business systems analysts with specifications and development of documentation that describes application deployment and operating procedures.

Responsibilities



PROGRAMMING: Analyze business, academic, and research problems and application programming requests as they relate to Identity management setup and integration, considering limitations imposed by the current technical environment, standards, time requirements, personnel and financial resources, and desired results. Develops scope, objectives, and cost benefit analyses for use in determining accepted requests.



SYSTEMS DEVELOPMENT: Develop systems design plans and detailed specifications, with the assistance of business systems analysts and within established standards, to document system specifications to facilitate the development and implementation of identity management integrations and modifications in accordance with project deadlines. Identify gaps in current technology and process infrastructure, investigate options, make recommendations, prototype solutions and/or evaluate vendor solutions.



SYSTEM SUPPORT: Advise internal and external system support personnel in the diagnosis and correction of system problems and the application of upgrades and system enhancements in a timely manner. Troubleshoot system component failures as they occur and provide solutions. Work with Server and Network Administrators to ensure that end-to-end system integrity is maintained for systems. Assist Account Management with user Account related inquiries and concerns to ensure that user access issues are resolved promptly and accurately.



SYSTEMS ANALYSTS: Participate with business systems analysts in fit-gap studies, reviews and walk-through of functional requirements, system design, program specifications, test plans, and results in accordance with established standards. Develop, test, and document systems according to standards to minimize system problems and assure quality control.



PROJECT MANAGEMENT: Assist in the management and oversight of assigned projects and the work of technical staff engaged in system design, development, and maintenance activities. May act as a project manager of large cross- departmental projects. Ensure projects are delivered in accordance with project timelines and target dates.



TRAINING: Mentor and assist with training, as needed, for technical personnel in ITS and institution-wide to ensure technical personnel and users possess required knowledge of system applications, standards, operations, and capabilities.

OTHER DUTIES:

Required Qualifications

Bachelor's degree from an accredited college or university in a related IT field of study, along with seven years of relevant experience, to include five years of combinations of high-level programming and systems analysis, and design experience including at least one year of programming.

Preferred Qualifications
Experience with Identity & Access Management technical toolsets and solutions such as NetlQ Identity Manager, NetlQ Identity Governance, NetlQ eDirectory, Self Service Password Recovery, iManager, & Softerra LDAP browser. Cisco Professional level certification with specialization (i.e. CCNP+Voice); Experience writing reports within an enterprise level application using data from enterprise transactional systems; Experience with implementation of vendor-provided application systems; Experience with Crystal, HTML, Java/JSP, Javascript, Oracle Forms, PL/SQL, Pro*C, SQR, ERP Systems, LDAP/Directory Services; Experience implementing or developing application systems using a formalized project management methodology

Knowledge, Skills, & Abilities

KNOWLEDGE
Knowledge of all facets of networking to include LAN/WAN/WLAN infrastructure and file serve inter-operations
Knowledge of local networks, wide area networks, wireless networks and communication protocols, video over TCP/IP and voice TCP/IP
Knowledge of current technologies; project development cycle and project management tools; documentation needs and techniques; structured system methodologies; and data mapping techniques.

SKILLS
Excellent interpersonal, written, and verbal communication skills
Proficient in Microsoft Office and other computer software/databases

Detailed-oriented with strong organizational, analytical, problem-solving, prioritization, planning, negotiating, presentation, and project management skills

ABILITIES
Ability to maintain confidentiality, work independently, complete work and meet deadlines
Ability to determine the nature of application software problems, clearly communicate technical knowledge to team members and conduct and evaluate systems testing.
Ability to design, develop and implement integrated moderately complex application systems solutions to organizational requirements using relational database, client-server and internet technologies.

Shift/Salary/Benefits

Shift: Days/M-F *Work outside normal business hours may be required*

Pay Grade: 24

Salary: $74,604.00/annually- $80,000.00/annually

Salary to be commensurate with qualifications of the selected candidate within the established range (generally minimum-midpoint) of the position
