Job Description Summary

Provides research project management, communications, and support for the Center for Health Outcomes and Policy Research studies. Manages day-to-day research study operations for several research studies, including development of step-by-step workplans for execution of the study that includes milestones, target dates, assigned individuals, contingency plans, and resource allocation where applicable. Assist with IRB protocols and data acquisitions. Prepare meeting agendas and materials for distribution, take meeting minutes, and distribute minutes to the research team, and follow up on action items from earlier meetings. Lead nurse survey development at future timepoints, including track and manage content of survey design, develop in survey platform, perform and coordinate quality checks. Collaborates with 10+ PIs to develop fundable ideas, write, edit, review and upload grant proposals to federal government, private foundations, internal Penn sources, and others. Works with Center leadership to develop communications related to Center for varied audiences (trainee recruitment, donor reports, colleague newsletters, to other Penn constituents), including social media. Assist with analyzing qualitative and quantitative data. Responsible for supporting dissemination and broader strategic communications, including oversight of the Center website, institutional relationships between the Center and external research partners around the world, and traditional academic dissemination. Represents the Center at meetings and participates on School and University committees as appropriate.
Job Description

This position is in the award-winning Center for Health Outcomes and Policy Research (CHOPR) at the School of Nursing (https://www.nursing.upenn.edu/chopr/). For over three decades, the Center has produced a substantial body of research documenting the impact of nursing on patient outcomes in the U.S. and abroad, especially in the study of nursing’s contribution to reducing racial, ethnic, and socioeconomic disparities in health outcomes. The Center currently has 15 major studies that uses a mix of qualitative and quantitative methods. Currently we are fielding a nurse survey in 10 states, acquire independently collected patient data as a secondary data set (e.g., CMS, HCUP, state agencies), link these data with other datasets, and conduct large data analyses, both cross-sectionaly and longitudinally. We also use key informant interviews and focus groups to provide a more complete picture about quantitative findings. We use these findings to impact clinical practice, inform managerial decisions, and empower public policies to improve healthcare outcomes.

The Center community includes 10+ PIs, three senior statisticians, two data analysts with expertise in large data sets, mixed methods expertise, a dozen pre-and post-doctoral trainees, as well as a senior research manager, an administrative coordinator, and graduate and undergraduate research assistants. This is a new position in the Center as the breadth and volume of our portfolio has increased as are the research opportunities the Center will pursue.

The Research Project Manager B is responsible for the successful planning, management and execution of study operations for CHOPR’s portfolio. The Project Manager B will have demonstrated strong research and administrative skills to provide high-level management. The Project Manager B will have a central leadership role in the management of CHOPR initiatives, directly communicating with internal and external collaborators and stakeholders. The Project Manager may hire, train, and directly supervise research staff and train research partner staff, such as undergraduate and graduate research assistants.

PREAWARD: This position will collaborate with PIs in creating fundable ideas and identify and pursue funding opportunities; they will collaborate with PIs to write, edit, review and upload grant proposals.

STUDY MANAGEMENT: The Project Manager B will be responsible for all IRB correspondence and regulatory compliance. This position will also lead nurse survey development at future timepoints, including track and manage content of survey design, develop in survey platform, perform and coordinate quality check., and help anticipate fielding issues and work to resolve proactively. For relevant studies, this position oversees recruitment, screening, and enrollment, data collection via electronic processes, database management and quality assurance activities, study document development and management, daily conduct and management of study interventions. The Project Manager B will meet regularly with study leadership to provide study updates but will function independently in carrying out most responsibilities. The role will include regular contact with internal and external entities of importance to manage the execution of agreements and subcontracts.

NARRATIVE DEVELOPMENT & STRATEGIC COMMUNICATIONS: Develop strategic communications including crafting and disseminating compelling narratives related to Center work for varied audiences (trainee recruitment, donor reports, colleague newsletters, to other Penn constituents), including data visualization, social media, oversight of Center website, and writing and editing presentations & manuscripts. Represents the Center at regular meetings and participates on School and University committees as appropriate. Organizes strategic meetings and retreats. Performs additional duties as related to emerging research and policy opportunities.

Qualifications

Master of Science and 3 to 5 years of experience or equivalent combination of education and experience is required. The successful candidate will be extremely well organized and resourceful. They must thrive in multi-tasking environments, and be a self-starter with a results orientation. Strong interpersonal communication skills are essential with the ability to communicate effectively across the ecosystem of academic researchers, clinical providers and local communities. High accuracy, dependability, and attention to detail will be vital to success in the position. An interest and experience with health and health services research; including comfort with new technologies, study devices and web-based platforms and software. The position requires excellent verbal and written communication skills and the ability to work effectively and efficiently both independently and as part of a team, with the ability to thrive in a diverse working environment. Proficiency and comfort with Microsoft applications (e.g., Word, Excel, PowerPoint, Teams) as well as web based communications and data-base/tracking tools (e.g., RedCap, Zoom) is required.
