The Georgia Cyber Innovation and Training Center is the single largest investment in a cybersecurity facility in the nation to date. The $100 million facility will help to fill the current and growing shortage of cybersecurity talent in the state and nation. The Georgia Cyber Innovation and Training Center represents a unique public/private partnership that includes Augusta University, Augusta Technical College, the University System of Georgia's research institutions, the Georgia Bureau of Investigation, and other state, federal, and private-sector partners working together to meet this workforce demand and to innovate, train, and strengthen defenses.

The state-of-the-art Center is located in the growing cybersecurity corridor in Augusta, Georgia, that is also home to the U.S. Army Cyber Command and Cyber School of Excellence at Fort Gordon. The Center is located on the downtown campus of Augusta University and houses the School of Computer and Cyber Sciences.

Job Summary

The ideal candidate will have a strong background in both federal and state procurement processes across the higher education sector, particularly in identification, capture, management, and administration of federal and state funded Requests for Proposals (RFP). Additionally, it is anticipated the selected candidate will possess a deep understanding of procurement processes within the research university setting, particularly in the areas of technology, cybersecurity, and teaming agreements. Non-profit experience is highly desirable. Finally, this individual will provide training and advisement on business strategies for identifying and applying for contracting opportunities with government agencies and other prime contractors. Services include identification and instruction on methods for submitting successful bids/proposals as well as billing and management of contracted work. The successful candidate for this role should be able to demonstrate an extensive portfolio of completed proposals where they served as the primary procurement administrator and/or manager of awarded contracts.

Responsibilities

The duties include, but not limited to:

RFP MANAGEMENT: Coordinate, actively lead, and recruit Augusta University champions through the lifecycle of federal and state funded RFP projects applicable to Augusta University coordinating as appropriate from pre-solicitation activities to contract award and post-award administration. More specifically, candidate will advance AU's unique assets such as Georgia's academic medical center and the Georgia Cyber Innovation and Training Center, ensuring completeness and compliance with relevant regulations and guidelines.

PROCUREMENT STRATEGY: Develop and implement procurement strategies that align with the goals and objectives of Augusta University and associated affiliates while adhering to the requirements of federal and state funding. Collaborate with senior leadership to determine procurement needs, forecast budget requirements, and identify strategic sourcing opportunities. Special consideration will be extended to candidates understanding the importance of the affiliate role in a competitive market and government bid process. Work closely with the VP of Business Development to ensure appropriate NDA's and Teaming Agreements are leveraged. Finally, given the gravity and transparency of all activity ensure protocols are in place for respective affiliates and other entities regarding contract performance.

Aid in the coordination of competitive bid proposals and industry teaming. As such, he/she will be responsible for strategically identifying and pursuing both public and private contract opportunities that align with AU goals and expertise. Plays a critical role in building partnerships, crafting winning proposals, and securing contracts with industry partners.

OVERSIGHT OF SUBCONTRACTORS: Ability to identify, negotiate with and oversee the development of subcontractors in a way that minimizes risk to the university while enhancing our ability to deliver the proposed services. Demonstrate experience in the development and management of subcontracting relationship will be essential.

COMPLIANCE AND DOCUMENTATION: Ensure compliance with federal and state regulations, guidelines, and internal procurement policies throughout the procurement process. Maintain accurate and detailed documentation for audits and reporting purposes. Work closely with all corporate relations related activity to ensure appropriate NDA's and Teaming Agreements are documented.

CONTRACT MANANGMENT AND BUDGETING AND COST ANALYSIS: Manage and administer contracts, including resolving contractual issues and ensuring compliance with terms and conditions. Coordinate all facets of budgeting and cost analysis with respective parties to ensure cost-saving opportunities are identified, expense tracking protocols are established, and fiscal responsibility is prevalent in procurement activities. Essential to this role will be an ability to independently develop a price/cost proposal drawing on the university's financial management systems.

RELATIONSHIP BUILDING: Collaborate closely with Business Development and Corporate Relations leadership to capitalize on relationships with external stakeholders, including industry, other universities, non-profit organizations, government agencies, and regulatory bodies, to enhance procurement opportunities and stay informed about industry trends and teaming opportunities. Through AU corporate relations identify opportunities for teaming agreements and strategic partnerships with industry, government agencies, and other research institutions to enhance contract (fee-for-service) and research capabilities as well as other funding opportunities.

TRAINING AND EDUCATION: Provide training and guidance to AU (and other) faculty and staff on procurement opportunities, policies, procedures, and compliance requirements, ensuring awareness and adherence across the institution.

STAKEHOLDER COLLABORATION: Collaborate closely with VP of Interdisciplinary Research.to champion contribution and participation from AU stakeholders, such as faculty, staff, and administrators, to understand their needs, provide guidance , I on procurement processes, and ensure alignment with AU strategic and institutional goals.

Required Qualifications

High school diploma with 10 years of directly related experience and related certification.

OR

Bachelor's degree from an accredited college or university in Business Administration or related field and four years of applicable experience.

Preferred Qualifications

Master's degree is preferred.
Professional certifications such as Program Management Professional (PMP) or Certified Professional Public / Buyer (CPPB) are highly desirable

Knowledge, Skills, & Abilities

KNOWLEDGE
Extensive understanding of the Federal Acquisition Regulations (FAR)
Extensive understanding of the Defense Acquisition Regulations System (OARS)
Extensive understanding of the Department of Energy Acquisition Regulation (DEARS)
Proven experience in managing all forms of federal contracts including Cost Plus, Firm Fixed Price, T&M, Labor Hour, IDIQ etc.

SKILLS

Shift/Salary/Benefits

Shift: Days/M-F (Work outside of normal business hours may be required)

Pay Grade: 19

Salary: Minimum $51,967/Annually to Midpoint $70,155/Annually

Salary to be commensurate with qualifications of the selected candidate within the established range (generally minimum midpoint) of the position.
