DESCRIPTION
Sponsored Project Accounting: 33.3%

Demonstrates knowledge of sponsored project accounting and generally accepted accounting principles.

Under general supervision, performs and achieves results with a high degree of accuracy.

Reviews and approves new and updated project information in Financial Accounting Management Information Service (FAMIS) including budget entries.

Assess and monitor institutional commitment in support of cost share/match in accordance with contractual obligations, to include a) collaboration with post-award administrators to ensure that cost share/match and supporting documentations are properly recorded in the official systems of record.

Reviews and submits revised budget requests as needed.

Consults with appropriate University staff in order to reconcile FAMIS accounts, troubleshooting as necessary.

Prepares financial reports for Federal and State agencies as well as for TAMU-CC faculty and staff.


Sponsored Project Administration: 33.3%

Provides support, guidance, and expertise to faculty and staff regarding issues related to post-award research administration.

Management of closeout procedures for all sponsored projects according to regulatory guidelines, including but not limited to:

Final verification of expenditures occurring during period of performance.

Coordinate with departmental administrators to ensure that all deficits and encumbrances are cleared in a timely manner.

Audit expenditures to ensure that final indirect costs are properly recorded.

Create and post correcting entries to align final budget with actual expenditures in financial system.

Ensure all contractual reporting obligations have been met.

Investigates and solves purchasing, accounting, travel, and payroll errors.

Reviews and approves travel requests on sponsored projects to determine if the travel is allowable, allocable, and reasonable.

Serves as liaison between University & project sponsors for research administration matters, including but not limited to:

Budget Revisions

No Cost Extension Requests

Submitting required closeout records such as invention reporting, asset reports, final budgets and expenditures, etc..

Assists in records management of sponsored project files, including University retention period regulations.

Aids in the development and delivery of training materials focusing on post-award research administration for the TAMU-CC campus community.

Assists other post-award staff as needed.

Performs other job duties as assigned.


Sponsored Project Compliance: 33.3%

Demonstrates knowledge of OMB 2 CFR 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal awards.

Reads and interprets sponsored agreements and associated regulations to determine risk and appropriate accounting procedures.

Ensures compliance with all State, Federal, TAMUS and TAMU-CC rules and regulations.

Reviews and approves Payroll Costing Allocations and Payroll Correcting Transactions for accuracy, while monitoring Key Personnel level of effort to ensure compliance with OMB 2 CFR 200.

Aids in resolving sponsored project compliance with Export Control, Financial Conflict of Interest, IACUC, IBC and IRB regulations. Consults with the Office of Research Compliance as needed. Elevates non-compliance issues to the Director for further action.

Assists with federal, state and TAMU System audits and program reviews related to sponsored projects, including single audit requirements under OMB 2 CFR 200 subpart F.

WHAT YOU WILL NEED

Bachelor’s degree in business administration or related business area (degree in accounting is preferred.)

Minimum of two years directly related experience in post-award research administration preferably in higher education or government.

Additional education may be used as a substitution for the minimum experience requirement.

Working knowledge of OMB 2 CFR 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal awards.

Ability to evaluate federal, state and sponsor regulations and policy changes as they impact sponsored programs for development of policies and procedures, process documentation and training materials.

Intermediate skills in Microsoft Office Suite (Excel, Word, PowerPoint, and Outlook) and Adobe Acrobat.

Ability to multi-task, work in a fast-paced, high-volume environment with frequent interruptions with a high degree of accuracy.

Work as an effective member of a team.

Excellent written, verbal, organizational, and customer service skills to be able to communicate courteously and effectively with students, faculty, staff and public.

WHAT THEY WOULD LIKE TO SEE

Master’s degree in accounting or related field.

Post-award research administration experience in the Texas A&M University System.

Experience with FAMIS/Canopy, MAESTRO, Concur, Workday, Data Warehouse/Business Objects.

Professional designation of Certified Research Administrator (CRA) or Certified Financial Research Administrator (CFRA).
