What Your Job Will Be Like:

The successful candidate for the Air and Ground Planning and Operations (AGPO) position will be responsible for integrating and communicating air and ground schedules, including deconfliction, monitoring, situational awareness, and reporting of operations across Sandia National Laboratories (SNL) to include explosive arcs, test facilities, ranges, remote sites/locations, etc. This position will serve in the Emergency Management Communications Center (EMCC) and coordinate pre-planned and real-time operational changes to ensure that the established safety and security envelops are maintained; interface with numerous SNL organizations and offsite agencies and organizations to include Kirtland Air Force Base (KAFB); provide information and instructions to airspace users, and control and monitor access to ground activities; and support emergency and non-emergency operations, applying a global approach to preparing and protecting workers and assets.

On any given day, you may be called on to:

  • Plan, integrate schedules, and coordinate pre-planned and real-time air and ground operations while coordinating and evaluating the impact on other operational functions, projects, and activities.
  • Develop and publish a daily operations schedule to increase awareness of operations across SNL, to include remote sites/locations.
  • Verify, de-conflict, and coordinate schedules for separation and safety of simultaneous air-to-air, air-to-ground, and ground-to-ground activities.
  • Assist with the development and implementation of various access control policies, procedures, and protocols for all SNL operations.
  • Assists with area access control including tracking of air and ground personnel in remote areas, ensuring all personnel are aware of current hazards and/or restrictions, and support calls for non-emergency and emergency assistance.
  • Collaborate with the explosives Community of Practice for the coordination and related workforce/stakeholder communications to ensure safe operations and land use planning, along with creating awareness of explosive testing hazard arcs.
  • Collaborate with the aviation Community of Practice to relay information on policy changes and to provide lessons learned and promote the learning culture.
  • Identify problems and potential control strategies to mitigate or control risks and hazards.
  • Ensure technical and regulatory requirements are implemented.
  • Work in partnership with a broad set of mission organizations and other functional areas such as safety, security, facilities, and emergency management professionals to assure safe, secure, and high-quality mission success.
  • Implement applicable environment, safety, and health (ES&H) procedures and processes, and support safety culture requirements, while promoting and actively participating in ES&H safety initiatives and collaborate with other ES&H professionals.
  • Monitors and evaluates for actual or potential impacts or threats to SNL operations, facilities, or personnel and coordinates with other related SNL stakeholders.
  • Serve as a member of the Emergency Response Organization during actual emergency events, drills, and exercises. Scheduled to be on-call on a rotation basis. Serve as a qualified controller, evaluator, or other related exercise support functions, as assigned.
  • Performs additional work as assigned by responsible manager.

Note: Occasional travel to, and work in, other government and private facilities may be required.Due to the nature of the work, the selected applicant must be able to work onsite.

Qualifications We Require:

  • Bachelor's Degree and (8) years of experience; or an equivalent combination of education and experience directly related to the air/ground operations, airspace management or associated activities as an air traffic controller or operations specialist.
  • Demonstrated technical knowledge of and experience implementing FAA, OAM, and FCC requirements; 41 CFR 102-33, Management of Government Aircraft; DOE O 440.2C Aviation Management and Safety; and/or U.S. Air Force requirements.
  • Demonstrated experience in air/ground operations to include unmanned aerial systems operations, airspace management or associated activities as an air traffic controller or operations specialist.
  • Demonstrated experience scheduling and deconflicting a broad range of operations, such as nuclear facilities, explosive testing sites/ranges, work-for-others, and/or other high-hazard operations or activities.
  • Working knowledge of scheduling strategies and protocols, demonstrated knowledge and ability to apply strict operational safety and security guidelines, make timely decisions and select courses of action under high stress conditions and emergency situations.
  • Professional experience working in a command, coordination, and/or communications capacity for daily operations and/or emergency operations.
  • General knowledge of electronic systems, radars, and communications/video systems.
  • Must possess interpersonal communication skills to effectively work with on-site/off-site agencies and organizations in a professional manner.
  • Must have experience using Microsoft Office (Word, Excel, and PowerPoint)
  • Ability to obtain and maintain a DOE Q-level security clearance.

Qualifications We Desire:

  • Certified Aviation Safety Officer (ASO).
  • Professional experience implementing technical requirements in the area of explosives site plans and application of DESR 6055.09, Defense Explosives Safety Regulations and Explosives Safety Siting (ESS) software and AFMAN 91-201, Explosives Safety Standards.
  • Demonstrated knowledge of DOE-STD-1212-2019, Explosive Safety.
  • Experience developing and implementing emergency management programs in accordance with DOE Order 151.1D, “Comprehensive Emergency Management System.”
  • Demonstrated experience in applying the Incident Command System principles, concepts, and terminology for incident management and coordination activities during emergency or non-emergency incidents.
  • Demonstrated advanced knowledge and ability to apply the hierarchy of controls to eliminate or mitigate hazards while ensuring mission success.
  • Advanced knowledge and ability to develop, review, and evaluate site-specific safety/health and/or aviation programs and requirements.
  • Advanced skill in the preparation and communication of industrial safety technical information to technical and non-technical personnel.
  • Professional experience leading staff in a command, coordination, and/or communications capacity for daily operations and/or emergency operations.
  • Advance knowledge of the DOE/NNSA mission, programs, capabilities, and unique hazards.
  • Active Q clearance.
