Classification Summary:
The Deputy Director/Secretary provides leadership for the effective and efficient management of the State of New Mexico Department of Agriculture in the absence of the Director/Secretary. The Deputy Director/Secretary is responsible for dissemination of the mission and vision of the Director/Secretary to upper-level managers, senior professionals, and constituents served.

Classification Standard Duties:
The Deputy Director/Secretary for the New Mexico Department of Agriculture has broad responsibility for the agency mission. The Deputy Director/Secretary is responsible for legislative interaction, review of legislation, and communication of legislative action to appropriate high level entities. The Deputy Director/Secretary's management of agency objectives encompasses the mission of the total organization and requires a direct accountability for overall operations.

Required Education, Experience, Certification/License, Equivalency
Required Education:Bachelor's degree in a related field.; Required Experience:Ten (10) years of increasingly progressive management experience in one or more areas that report to this position.; Equivalency:None; Required Certification/License:

Knowledge, Skills and Abilities
KNOWLEDGE:Knowledge of: University policies and procedures; the substantive nature of agency programs, state and federal regulatory processes and statutes; agency mission, policies, and objectives; public administration management principles; analytical and evaluative methods and techniques for assessing program development, execution, and improving organizational effectiveness and efficiency; experience in budgetary and financial management principles and techniques as they relate to long range planning of agency programs.; SKILLS:Skilled in: Demonstrated skill in working across agencies to achieve collective missions; as a member of the executive management team the Deputy Director/Secretary interacts directly with the Director/Secretary to establish overall agency policy, goals and priorities; skilled in overall agency problem analysis and resolution .; ABILITIES:Ability to: ability to manage agency mission, resources, and personnel with integrity and fairness; ability to administer multiple divisions representing most or all of the agency's total operations; ability to manage dual role played in the university community and the governor's cabinet.

Job Duties and Responsibilities
The Deputy Director/Deputy Secretary is responsible for the daily internal operations of the New Mexico Department of Agriculture. Directs the department operations to implement the strategic plan under the direction of the Director/Secretary. Directly oversees the personnel and budget for the department.

Special Requirements of the Position
Must have management experience in executive management including direct supervision of diverse staff, budget, development, and project management.
