Position Summary:

This position manages the Office of Sponsored Research (OSR) team, operational, and policy analysis responsibilities. The Manager will assume specific job functions in addition to daily oversight of OSR, providing back up to the Director. Additionally, the Manager maintains strong working relationships with the departments, Innovation office, the Office of the General Counsel (OGC), Research, compliance, Conflict of Interest (COI) Office, foundation, and sponsored programs professionals in the centers.

The Manager supports and advocate Moffitt Cancer Center’s mission through leadership and expertise ensuring compliance with relevant regulations.

Responsibilities:

  • Hire, train, mentor and supervise the team members; including recruitment and selection; scheduling and job assignment, counseling/ coaching; staff development and training; performance evaluation; salary changes, disciplinary and other personnel actions in accord with established procedures.
  • Ensure effective delegation, development, and cross-training of team, to ensure seamless day-to-day coverage; Manages the process for justification of new or replacement employee positions.
  • Review and submit a high volume of grant proposals, progress reports and other sponsor required reporting; provide oversight and expertise to the grant administrators and OSR during the submission process.
  • Initiate and execute highly complex subcontracts involving comprehensive analyses of the awarding mechanisms, including coordination and correspondence with General Counsel and COI Office to ensure compliance with sponsoring agency, Federal, State and Moffitt Cancer Center policy.
  • Assume primary responsibility for addressing and resolving complex compliance issues related to proposals and awards; coordinate with researchers, appropriate central research administration offices and appropriate senior campus officials to address/resolve compliance concerns; communicate resolution to research sponsor.
  • Negotiate complex contracts and awards with General Counsel to ensure the protection of investigators and the institution.
  • Engage in high level communication by serving as the primary liaison between Moffitt Cancer Center investigators and sponsoring agencies to ensure protection of both the researchers and the institution.
  • Exercise delegated signature authority.
  • Under leadership of the Director, participate in development and implementation of a vision and advance goals and objectives for the OSR team.
  • Manage a high-volume workflow of complex, deadline driven proposal and reporting submissions, providing leadership and problem solving to the department grant administrators and OSR team members assigned to the proposals.
  • Coordinate and collaborate closely with Research Finance, RFA leadership, General Counsel, Conflict of Interest (COI) Office and compliance to solve problems and facilitate information exchange about programs, issues, and process improvements to ensure a seamless pre- and post-award process.
  • Maintain current knowledge of federal initiatives, changes to regulations, and evolving national trends that affect research administration. This includes maintaining familiarity and knowledge of external information systems (i.e., NIH Commons, Research. Gov, Grants. Gov) that are relevant to proposal submission and award administration, and independently keeping abreast of changes and updates in federal and state regulations governing sponsored projects.
  • Ensure balance of stewardship with collaboration by protecting the interests of the Moffitt Cancer Center stakeholders while considering legitimate needs of sponsors.
  • Actively represent OSR by participating in campus and systemwide committees and professional research organizations and associations.
  • Review and analyze new and proposed changes in extramural sponsor policies and advise Moffitt Cancer Center central research administration and other campus officials of potential impacts on the Moffitt Cancer Center campus.

Credentials and Qualifications:

  • Bachelor’s degree, five (5) years of relevant experience in sponsored research administration
    • In lieu of bachelor's degree, associate's degree with seven (7) years' research administration experience or HS diploma (or equivalent) with nine (9) years' research administration experience.
  • Experience leading a large team, facilitating professional development, and promoting a culture of inclusiveness, mentorship, collegiality, and support.
  • Experience in contract negotiation, including experience with government and industry negotiations.
  • Experience with research administration, including proposal review, award acceptance and management, and broad knowledge of sponsor terms and federal regulations.
  • Substantial experience with agreement negotiation with federal and non-federal sponsors.

Preferred Qualifications:

  • Certified Research Administrator (CRA)
  • Master’s degree or Terminal degree plus five (5) years of relevant experience in sponsored research administration.
  • Previous institutional signing authority.
  • Experience negotiating contracts and subawards.
  • Experience with implementing enterprise-level research administration and/or financial systems.
  • Familiarity with medical research.
  • Active with professional organizations such as National Council of University Research Administrators and Society of Research Administrators.
