Job Summary
The Controllers Office is seeking a Treasury Analyst. This is a full-time 1.0 FTE, 12-month, professional faculty position.

In support of the university’s mission, the Treasury Office at Oregon State University (OSU) is responsible for promoting proper stewardship of university resources through operations of the Internal Bank, liquidity and cash management, debt management including capital market financing, banking relationships, and oversight of investment management.

The purpose of the Treasury Analyst role is to perform the following relative to the treasury office at OSU.
Create liquidity management proposals and plans including coordinating data from multiple sources for reliable and timely analysis.
Provide support by analyzing, identifying, and implementing streamlined business processes or technical solutions.
Ensure the integrity of timely and accurate data recording all cash activity managed by the treasury office in the university’s accounting system.
Prepare and/or analyze reports that monitor and forecast activities related to the treasury office.
Advise and provide business analytic services to contribute to resolving any accounting and finance-related questions or concerns related to financial transactions.
Work through projects independently as well as collaboratively with department, university-wide, and external partners.
Communicate effectively in a team environment interacting with all levels of the university, external resources, and external auditors.
Coordinate and lead the Data Security Standards compliance oversight committee, agenda creation and distribution, and compliance checklist monitoring with the appropriate escalation of identified risks for OSU compliance with all financial and legal regulations.
Research economic trends, monitor investments, and support all aspects of cash management activities.
Assist with merchant card solutions for all business units to support them receiving timely accurate support.

This position is eligible for a remote work arrangement as agreed upon with the supervisor.

Key Responsibilities
45% – Planning, Development, Analysis and Reporting:
Ensuring accurate documents and reports and key deliverables are submitted by due dates
Coordinate data from multiple sources for reliable and timely analysis
Prepare forecasts, projections, cost analysis, and internal and external compliance reports
Development and enhancement of internal control documentation will be required.
Offering and implementing high quality solutions, procedures, and process improvements to create greater efficiency and productivity of treasury activities

Specific Outcomes:
Cashflow forecast reporting
Dashboard reporting

Debt proceeds spend forecast reporting
Create liquidity management proposals and plans
Compile and review report materials for Board of Trustee meetings
Collaborate on 10-year operating and capital forecast update process
Analysis of debt policy ratios as updated
Other special reports, studies, and analysis to support business decisions

25% – Treasury Portfolio Tracking/Monitoring:
Ensure proper data flow among various systems in use
Verify data, generate analysis, and make recommendations
Maintain the integrity of internal controls supporting the protection of university assets

Specific Outcomes:
Daily cash position reporting
Recommendations for liquidity management between banks and investments
Investment portfolio tracking
Bond proceeds spend tracking
Research economic trends
Ensure accurate system data for bank account activity, balances, and bank charges

15% – Committee Coordinator, Special Projects, and Teamwork:
Work cross-functionally and identify functional challenges and ‘gaps’ as well as propose solutions
Participate in process improvement initiatives by applying strong communication, collaboration, and problem-solving skills

Specific Outcomes:
Coordinate and lead the Data Security Standards compliance oversight committee by creating and distributing agendas and minutes, monitoring the compliance checklist, and escalating identified risks for OSU compliance with all applicable financial and legal regulations
Assist with merchant card solutions for all business to support them in receiving timely accurate support
Verify and update standardized treasury office processes
Participate as a member of interviews and other committees, as needed
Engage in Social Justice Equity and Inclusion training including but not limited to Search Advocacy training
Development and continued enhancement of reporting tools

10% – Financial Accounting and Reconciliations:
Making data entries, including but not limited to, treasury bank activity, adjustments, and internal funding revisions
Participate in periodic financial review and annual audit

Specific Outcomes:
Treasury activity journal voucher creation and entry
Internal bank transaction entries
Treasury services invoice validation to contract and expense coding
Monthly bank fee analysis reconciliation
Provide data and feedback on treasury-related financial activities for the OSU Annual Financial Report and Internal Bank financial statements
Support the year-end close process by completing calculations, entries, and draft report review

5% – Other duties and assignments:
Any ad hoc administrative duties as and when required

Specific Outcomes:
As needed and approved by the Director of Treasury, Associate Vice President for Finance and Controller, or Vice President for Finance and Administration
What You Will Need
Bachelor’s degree in accounting,
OR a Bachelor’s degree in finance, business or a related field and is a certified treasury professional, OR 8 years of treasury analyst work experience equivalent to the stated position duties.

4 years of consistent and verifiable direct treasury/financial analysis and cash management experience in any industry.

Demonstrable knowledge and expertise of the key principles of financial management, including forecasting and analysis, with ability to communicate financial data to non-financial individuals.

The ideal candidate will be required to demonstrate strong analytical, reporting, technical and data interpretation skills.

Demonstrated Ability to:
Make informed decisions regarding the level of process standardization and how best to improve it with best practices and emerging technologies.
Identify core process breakdowns, analyze potential causes. Identify options to implement the most effective solutions. Understand customer needs and innovate to serve and solve any issues customers have.
Build strong relationships with other staff and teams to align their priorities, manage expectations and influence changes in the process.
Prioritize process improvement efforts based on the understanding of strategic objectives or upcoming business model shifts and initiatives.
Understand the organization’s ability to absorb change and take deliberate action to advise stakeholders and service delivery teams to implement changes smoothly and consistently across locations.
Prepare special reports, studies, and analyses to effectively and clearly communicate verbally and in writing.

What We Would Like You to Have
Certified Treasury Professional (CTP), Certified Management Accountant (CMA), or Chartered Financial Analyst (CFA), or licensed Certified Public Accountant (CPA) (or ability to gain via reciprocity)

Experience in treasury management, cash management or banking field.

Strong understanding of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB).

Ability to evaluate and implement compliance oversight and internal control review.

Advanced degree in a financial, business administration or other relevant field.

Experience and understanding of an academic environment.

Organizational Awareness – Understand and convey the University’s mission, the function of the division, and the purpose of the unit’s work and how it interrelates with other units to serve the customer/client. Understand the impact and implications of decisions on the community and other departments.
